Welcome everyone.  I am Provost Marshal Graham.

 

The two news briefs that you just saw have something in common with all of you.  The GFI is more than creating a few satellites and bugging a few homes.  There is a very special initiative being funded under the GFI, called Terrorist Elimination And Mitigation, or TEAM for short.

TEAM is the most unconventional weapon yet.  It is not a book of protocol.  Team is intelligent, nimble and very powerful.  It can be deployed in a moment's notice and react to any situation.  It is our greatest weapon of freedom.

But TEAM is not manufactured or engineered.  TEAM is something completely different.  TEAM is made up of exceptional beings with extraordinary abilities. 

TEAM is all of you.

 

We have contacted each of you because of your gifts.  But more than that, you are all model citizens, always looking out for others and never using your abilities for your own benefit.  You will forgive us, but we have been watching each of you for some time.  While there are some that fear you for what you are, we have no doubts about the patriotism and well being that you carry in your hearts.

 

The gas explosion mentioned in the news brief did occur - after the BOUP (Being Of Unusual Power) currently identified as Strong Man penetrated the vault at MegaCorp.  From what we can gather, Strong Man is nothing more than a thief, making off with approximately $1,000,000 in precious stones, gold and cash.  While this must be stopped, imagine if it was a nuclear facility instead of MegaCorp and the item stolen was plutonium or a fully functional nuclear warhead.  How do you guard the world’s political institutions against such a threat?

 

One thing is for sure, the number of BOUPs is increasing.  The capabilities and diversity that exist within the known population are remarkable and no army, air force or navy could be diverse enough to handle such a threat…especially if a number of them became organized.  I fear it is only a matter of time.

 

I am in charge of TEAM.  My role in all of this is to turn all of you into the greatest defensive power in the world. As such, we must operate under a cloak of secrecy. Until the day comes where it is more advantageous to reveal TEAM to this great country and to the world, you must all adopt secret identities. To your friends and families, you will all have cover government jobs that require long hours and significant travel. You must not reveal anything to anyone under any circumstance. Otherwise, the consequences for us all, including your families, could be quite severe. Information is everything; the more we have and the less they have translates directly into the number of lives we can save. I know that you are all up to the challenge!
