Public agencies such as Georgia's Department of Family and Children Services often have an extremely difficult
time finding adoptive parents for children older than about age five. Likewise, public agencies face
numerous obstacles to finding adoptive parents interested in providing a loving home to children with special needs,
minority children, underprivileged children and children with mental or physical disabilities.
These unfortunate and forgotten children desparately crave love and affection and need a permanent home with
caring parents. They often become resigned to remain in foster care until adulthood believing that they are unadoptable.
However, as single persons, lesbian and gay persons seek to adopt, children with these special needs may find
homes now. Single individuals, lesbian and gay individuals who were traditionally prohibited from adopting, may
today be more amenable than traditional married couples to adopt older, disabled or underprivileged children,
providing a new life of opportunity to these children.
