Some thoughts (by JEDC) about how to enable physical manifestation of such a robust new space program:

Since existing aerospace corporations, needed to physically build much of the mechanisms for begining these programs, do not create projects, then a new kind of infrastructure needs to be created to design, guide and finance the million-fold ventures involved in creating and operating them.
The interactiveness of the multiplicity of machine-lifeform systems involved in the quasi-self-sufficient space habitats, their transportation KESTS system between themselves and the earth surface, and the extraterrestrial (such as the moon and asteroidal raw materials) supply of construction materials for the habitats being built to ring the earth in the Clarke Belt, will be complex beyond what has been contemplated in prior projects. Therefore the people who create these things will need to use their whole brain, not just the linear rational analytical left half of their brain, else the projects will have the environmental and technological disasters like industrial processes now have done to our planet's ecosystem. There already exist these necessary well-developed ways to teach people to utilize much more of their brain for holistic, creative thinking, even integrating the body-mind through kinesthetic movement learning processes.
Corporations must be truly stripped of their power to use the "employment agreement" to usurp and control employees ideas and concepts, except for those ideas and concepts which were generated as a direct result of their adequately-paid work for the corporation. Even in California, where it has been illegal to usurp employees' ideas which are not developed as part of their employed tasks at the corporation, corporations still often attempt to pretend they have free rights to non-job-related creative outputs of employees... concepts which corporations then make unavailable to the public by claiming ownership of them yet doing nothing with them to turn them into publically available products, thus depriving the public of beneficial products, as well as depriving the employee of rights to his/her invention concepts spontaneously created off-the-job, unrelated to the paid job assigned by the employer.
A huge amount of experience must be accumulated in a short time on the various aspects of the KESTS mechanisms. Since the magnetic levitation bearing tracks and their armature mass streams are key components to general "Sliding Armature Energy Transfer Mechanisms", all sorts of simplified such track mechanisms need to be built and played with by a widely diverse segment of humanity, to creatively get a feel for their nature.
The technologies needed to create the physical KESTS need to be protected from being bottled up by patents by unscrupulous corporations. Therefore, all the key mechanisms for these projects need to be made into public-ownership technologies, much as all that is researched and developed by NASA by public taxation derived funds. Licensing then can assure corporations of fair reward for their efforts in physically building and operating the resulting systems.
