Starting your own web page is easier than you may think. Lots of service
providers will give you free space for your page. These pages are usually
paid for through advertising, so there may be some minor "strings" attatched.
You should read the provider's current terms and conditions before going
ahead.
You should also read your provider's acceptable use policy. This is a
longish agreement which sets out the ground rules for the site's content.
Once you sift through the legalese, these terms generally aren't very
restrictive. You agree not to engage in illegal activities such as hacking,
pornography, fraud, etc. (duh!) But read the AU policy. Free sites may
restrict your use of advertising, or have other limitations.
