It is all a personal preference.
If you want to let your child pee anywere in the house, and don't mind emptying it, than go with the chair.
If you like the big potty but don't want to be helping them sit till they get their balance (anywhere form a day to a
couple months, depending on the child and when you start training) then go with the insert.
If you don't want to spend money, or your child finds the insert more of toy than a tool, or you want them willing to
use all pottys without having to carry a insert, or mini potty around, then go with the regular potty.
If you use the regular potty, with or without an insert get a step so they can get up and down.
Back to potty buisness
I went with the regular potty after discovering that my son thought the insert was a toy. DD tecnically started in the tub,
but then switched to the regular potty and amazed me with her balance. But was so short we had to use an upturned milk crate
for her step.
