If you are planning to attend a public hearing, bring details that you want submitted in writing, that you can hand in to be placed in the public record.  By all means speak out, but limit your spoken statement to name, where you live, if you are a landowner and taxpayer, and a brief statement of your position.  Leave the details to the written statement.  It's better to have time for more speakers,  and the media will be more likely to print your position if it's kept short.
