The SE WI Group IG
1. SE WI Group began operations 9 January 2006
with the granting of our charter. With the startup of this group comes the responsibility
for an inspection function. This is not new as we had this function when operating
under the Group XII banner.
2. Major Ron Wroblewski is the SE WI Group Inspector replacing LtColl Denese Helgeland as she takes
on new responsibilities with the North Central Group. He is the former commander
of the Wisconsin 623rd Squadron.
3. The CAP Inspector General System is not a second “chain-of-command”. Command issues should be handled by the commanders responsible or forwarded up the chain-of command for
additional review. The NHQ web site and the Wisconsin Wing web site both contain
extensive information covering IG issues and procedures. If you have questions
contact your commander, the group commander or the group IG. All members can
use the IG process and can contact the IG at any level. Review CAPR123-1 for information on the proper office to contact
if you have a coplaint that needs IG attention. It is often best to resolve issues at the lowest level
of command. Please consider this in your deliberations. Phone numbers and e-mail addresses can be found on the NHQ webpage,
the WI WIng web page, the WMU and in e-Services.
4. IAW CAPR 123-1:
“Inspectors general will not be constrained by additional
duties that detract from their primary responsibilities. With this in mind, the following limitations are placed on those
who may serve as inspectors general or investigating officers:
1)
Commanders, vice commanders, or those serving in any other command staff position will not serve as inspectors general or
as investigating officers. The inspector general will not be double billeted by individuals tasked with other responsibilities.
Command staff members may serve as inspectors on assessment teams.
2)
CAP legal officers at the National, region, wing, group, or squadron level will not serve as inspectors general or investigating
officers. Attorneys who are not serving as CAP legal officers or in any other legal advisory role to a commander may serve
as inspectors general or investigating officers. Legal officers may serve as inspectors on an assessment team.
3)
Chaplains and moral leadership officers will not serve as inspectors general or investigating officers. Chaplains and moral
leadership officers may serve as inspectors on an assessment team.”
5. If
you have a complaint concerning discrimination contact your unit commander or the group commander for a copy of
the procedure to use in filing an EOO complaint. This can also be found in CAPR36-2.
