* AGRICULTURAL, ECONOMIC, POLITICAL CRISES LOOMING? ..Update September 28, 1997
Starting in June, 1997, hard scientific evidence began to surface regarding a localized increase in Pacific Ocean temperatures of up to 2.7 degrees Fahrenheit. By September 2, 1997, the U.S. Navy Fleet Numerical Meterology and Oceanography (FNMOC) Map indicated that both the size and scope of the June projections were much too conservative. Earlier this month the Navy's computer tracking equipment showed increases greater than 5.4 degrees F.--enormous areas of the Pacific Ocean, the Baltic Sea, the Arctic Ocean, the North Atlantic, and even the Great Lakes of North America exceeded a 5.4 degree F. deviation from normal water temperature. On the West Coast of the United States, water temperature increases have been recorded in the 10-15 degree F. range--far higher than previously recorded.
In response to these temperature changes, on September 5, 1997, the U.S. Navy changed its color scale, enabling it to register temperature anomalies up to a 10.8 degree F. deviation from the norm. Yet even this change has proven inadequate to register current anomalies. The current FNMOC Map , shows that this warming trend, called "El Nino" in the Pacific Ocean, continues unabated. Although some areas of the Baltic Sea have cooled, increasingly large sections of the Mediterranean Sea, the Indian Ocean , the Atlantic Ocean and the Pacific Ocean are affected.
No one can predict exactly what climatic changes will result from this phenomenon--depending on their severity, previous Pacific El Ninos have precipitated either excessive rainfall or drought. The current warming trends are unprecedented in their scope and intensity. What we do know is that world wide climatic change is certain! And any significant change in climate means disrupted growth cycles for crops, reduced crop yield (or outright crop failure), and increased food prices. Given our tightly integrated global economy, the economic and political repercussions of vastly inflated food prices, especially in the poorer regions of the globe, will likely be significant.
So what does this have to do with constitutional issues? Well, here in the United States, recent Executive Orders, which rely on no constitutional authority, have been put in place which give the President enormous power in the event of just this sort of crisis. And under current law, the simple act of planning ahead by stockpiling food ("hoarding") is punishable in accord with Executive Orders put in place during 1994. Marshall law under FEMA, and other repressive federal policies, would mean the end of American liberty as guaranteed by our Constitution.

TWO ALTERNATE VIEWS
ONE: Since 1991, we know that the Sun has been emitting at least two new spectral bands. While previously the Sun had been classified as a stable star with minimal variations in energy output, it has now been officially reclassified as a variable output star. Scientists and other observers are speculating that the current warming trend may be related to the increased energy output of our Sun.
TWO: On September 19-20, 1997, Art Bell interviewed futurist Gordon Michael Scallion on his radio program, www.artbell.com. Scallion says that the warming of the earth's oceans, discussed in this section, has been triggered by recent small shifts in the earth's axis, the last one on July 15, 1997. This goes far beyond the normal El Nino phenomenon. He says that we are in store for major climatic changes starting this year, with continuing minor pole shifts that will cause serious malfunction of global satellite systems and other sensitive calibrated devices, especially on aircraft. Eventually these precursor shifts will lead to a much larger pole shift. Scallion may or may not be correct, however please keep in mind that, aside from the above speculation regarding the variable output of our Sun, to date the scientific community has been unable to offer an adequate explanation for current worldwide anomalies in ocean temperatures, nor do we have any explanation for the recent spate of military air disasters.
