CAH has formed four committees to assess the need and investigate the feasibility of developing more affordable housing in Calistoga. These are:

NEEDS SURVEY
Committee Chair: Susanne Deiss-Costanzo
This committee is responsible for determining what kinds of housing are most in need in Calistoga.
Methods include the use of:

  • Focus groups.

  • Surveys of current residents.
  • Search of census or other statistical surveys that are applicable.
  • Information from City and other government agencies such as ABAG.
  • Confirming what ABAG housing expectations are for Calistoga.
  • Interviews with consultants, community leaders, government officials, etc.
  • Experience of other non-profits, such as NVCH or Bridge.
  • Other data sources as developed


The committee is developing reports including descriptors that would lead to selecting an appropriate housing type (i.e. young singles vs. family vs. seniors would definitely impact design concept). It also includes housing preferences as part of the description (i.e. rental vs. ownership).


FINANCE AVAILABILITY
Committee Chair: Wayne Jeronimus
This committee is developing an early strategy for financing projects, including data on how project scope and type will affect financing feasibility. The committee is responsible for shepherding the financing process for specific projects with the understanding that the financing for any project of scale is likely to be complex with funds coming from multiple sources.
The Committee is responsible for development of informational/educational material on affordable housing funding programs and sources for the Board of Directors and for distribution to City government and the public.
Initial research is directed at determining:

  • Availability of pre-development and project planning funding
  • Availability of grants  to serve as equity
  • What role should we expect the City to play in financing?
  • Feasibility of developing rental units that qualify as affordable with market rate financing in today's market.
  • Determining what kinds of projects are the least difficult to finance today. Do any match up with what's needed in Calistoga?


SITE SURVEY
Committee Chair: Bob Fiddaman
This committee is responsible for identifying sites are potentially available for affordable housing development in Calistoga, and some basic information about feasibility, such as if the owner is willing to sell, pricing, zoning, density potential, the character of the neighborhood, etc.
Potential sites will be categorized and prioritized in various ways, such as:

  • Size and scope of potential project.
  • Multi family vs. Single Family
  • Potential for Configuration (Single unit, Cluster Housing, Townhouse, Apartments, Mixed Use, or Live/Work)
  • Rental vs. ownership
  • Market rate vs. subsidized.
  • Appropriateness for user types (families, seniors, singles, etc.).


The review will initially use the current zoning map but will also take into consideration the direction of the new General Plan being prepared. This review will also include looking at any land owned by the
City or other government agency that might be made available for housing use.

 

EDUCATION
Committee Chair:
