Episode 13:
 

It's filler time! Kind of. A lot of the army officers, as well as some animals, get introduced or reintroduced, finally! Ed has to report on his humiliating failures about the Philosopher's Stone to Mustang in Eastern headquarters. The head of the army, Bradley, has come to Mustang's area with a large number of National Alchemists, trying to run and hide from Scar, who is on a murderous rampage in Central.

To ramp up the humor factor, Ed must undergo his yearly review to remain a National Alchemist, and he chooses to perform alchemical combat against Mustang. Mustang tries to refuse, but Bradley pushes Mustang into it. During the rather one-sided fight, Mustang schools Ed on how to properly fight in a battle. Ends in a draw. Ed had hoped to win, and get information about the Crystal Alchemist Marco, whom Ed had heard about from Russell. Mustang shares the info anyway.

In this episode we learn:

-everyone is just such a cut-up
-everyone loves dogs, except Breda *snicker*
-Al is still a softy
-when Mustang gets promoted to head of the army, he will make all women wear mini-skirts, earning him Havok's eternal loyalty. Pigs.

Rant: Roy's views on what dogs mean to him can parallel what the common folks's views of the army are: loyal to their masters, follow orders without thought, etc. Not exactly flattering in any case. Roy likes dogs for their seeming mindlessness in obeying commands. Common folk hate the army for their seeming mindlessness in following orders. Obviously, things in the army need to be changed, starting with the top commanders.
