If a certain NPC is of a certain great house is wearing clothing related to that house, they will not have that article
of clothing randomized. The same goes for armor. This way a high ranking member of House Telvanni will never be
wearing a House Redoran shirt. In the case of armor, every NPC with a piece of randomized armor will have a random piece
of armor applying to the same weight type and generally the same quality type.
