This is a 1/2" diameter 4-flute HSS end mill. The corners have a small radius ground on each flute.
The purpose of the radius is to prevent having a sharp corner at the plunge line when milling blade flats. A sharp corner
may cause a stress riser when the blade is quenched, causing a crack at that point. Sharp corners are a no-no when heat treating
steels.

An example of a HSS flat bottom drill.
These can be used after drilling a start hole the same size with a regular drill to produce a flat bottom hole, like
a piloted counterbore does. To do this, the screw clearance drill is used first, then a hole sized to fit the head of the
screw is carefully drilled a little below flush to the surface. The flat bottom drill will guide on the start hole, and drill
a flat bottom to the desired depth for the screw head.
Careful! Unless you know how to grind cutting clearance on the flat flutes, don't try this yourself.
