Richard C. Lavallee, P.E.

Civil Engineer, Systems Analyst, Webmaster

Born in a maternity home in Baldwinsville, New York, a village founded after the Revolutionary War at a millsite on the Seneca River north of the Finger Lakes region of Central New York. Second of eight children of Bernard and Eleanor Lavallee.

Attended kindergarten in a converted school bus garage. Attended St. Mary School grades 1 - 8, earning the Scholarship Award. Gave the farewell speech at graduation. Graduate of C.W. Baker High School, Baldwinsville. Chosen to recite the Gettysburg Address at Memorial Day Services as a sophomore for having the highest grade average of any student that year.

Selected to represent his classmates & community as foreign exchange student to Germany, summer 1966. President of the Student Council. Received the English Award at graduation.

Awarded a full academic scholarship to Fordham University. Completed two years in the Physics program. Continued at Syracuse University, earning a Bachelor of Science degree in Engineering.

In October 1972 moved from Baldwinsville to the Pikes Peak Region at Colorado Springs, Colorado. Worked as machinist/shop foreman in a small transformer manufacturing plant. Accepted an engineering position with the United States Army Corps of Engineers at NORAD Missile Defense Center within Cheyenne Mountain near Colorado Springs, working on the construction of the diesel generator power plant.

Moved to the Monterey Bay Area in Central California in 1976, and with the Corps of Engineers, constructed medical facilities and high-tech military construction at Fort Ord, Fort Hunter Liggett, and Camp Roberts.

Moved to Sacramento in 1984. Resident Engineer for construction of the largest chemistry laboratory on the West Coast at McClellan AFB. Later joined headquarters and managed the Claims Unit, litigating and negotiating complex construction disputes.

Joined the City of Sacramento in 1991. Managed municipal building construction, including the largest project ever completed by the City - the Convention Center Expansion. Developed Management Information Systems for design and construction. Developed standard construction specifications. Secretary, Board of Directors, Western Council of Engineers.

Joined San Francisco International Airport in 1996. Project Manager for the design and construction of the Airport Rail Transit Guideway and BART connection, part of the $2.5 billion Master Plan Expansion Program.

Upon completion of Airport Projects, joined the Golden Gate Bridge District to manage construction of the Golden Gate Bridge Seismic Retrofit.

2003 - Full Circle - Back with the US ARMY CORPS OF ENGINEERS as a Senior Negotiator!

2006 - Retired from the US Army Corps of Engineers with 20 years service

2006 - El Dorado County Department of Transportation - Resident Engineer
