Main Design parts:

1)  A line of Census People is created that is used to link to the individual in the census.

2)  Census information for each head of household is  entered with a CEN-HEAD tag.

3)  Census information for each person enumerated on the census  had a CEN-ENUM tag.

4)  The head of household is listed as a Witness for each CEN-ENUM tag.

5)  The Enumerated persons are listed as Witnesses for each CEN-HEAD tag.

6)  The [P2] for each CEN-ENUM and CEN-HEAD tag will be the Census person related to that census.
