WORK EXPERIENCE
 
  • U.S. Agency for International Development (USAID)/Niger.
        (1992 - 1994)

          * Advisor to Government of Niger, Famine Early Warning System
            Office. Responsible for implementing activities under the
            Limited Scope Grant Agreement (USAID/GON), design and
            implementation of technical assistance contracts.
     
            Major Accomplishments
     
             + Two national workshops to analyze harvest, refine survey
             + Strategic Planning workshop, to write mission statement, define
                roles/relationships of GON ministries, PVO's, and
                major donors.
             + Initiated and obtained funding for nutritional survey in villages
                and engaged 5 health teams.
     
     
  • Consultant
         (1988 - 1992)
     
          * VITA/International Disaster Advisory Committee (IDAC)/Office
            of Foreign Diasater Assistance (OFDA). Prepared strategy for
            business/community interaction in disaster preparedness.
             
          * Airport Authority of Trinidad and Tobago. Advised/planned
            full-scale air crash simulation exercise (82 victims, 300
            participants, 4 hospitals, 16 government, private agencies).
            Conducted pre-drill briefing/post drill critique.
     
          * Experience Inc./USAID/Niger. Disaster expert on design team
            to write Project Identification Document for disaster
            mitigation/response.
     
          * Airport Operators Council International. Developed agenda,
            recruited speakers for 2nd International Air Safety
            Conference, co-sponsored by Federal Aviation Administration
            (FAA) and Agency for International Development (AID), OFDA.
            Participants (225 from 23 countries) studied issues/problems
            of airport-based community disaster planning, emergency
            services, air crash case histories and simulations
     
          * Marine Overseas Services (MOS), Adventist Development
            and Relief Agency (ADRA), Operational Plan (MYOP) for the
            ADRA/Haiti program.
     
          * AID/OFDA. Developed agenda, recruited speakers and OFDA
            Conference, co-sponsored by FAA. Participants
            - 250 from 26 countries.
     
          * Airport Authority of Trinidad and Tobago. Organized
            technical/financial assistance for air crash simulation.
     
          * AID/OFDA, Department of State. Prepared a response plan for
            mass casualty incidents in the Caribbean/Latin America region.

  • USAID/Haiti, Department of State, Washington, DC 20523
         (1982 - 1987)
     
          * Advisor to U.S. Mission and the Government of Haiti (GOH)
            on design and management of disaster preparedness, mitigation
            and response plans. Established GOH of Disaster Planning and
            Response (ODPR). Coordinated with international organizations,
            PVOs and Haitian private sector in carrying out program.
     
            Major accomplishments:
     
             + Emergency Radio Network (ERN):
             + Drought Early Warning System (DEWS):
             + Weather Facsimile (WEFAX): Airport Weather Service. Key
                element of Severe Storm Warning System, part of the ERN.
             + Airport Safety: Designed Airport Safety Action Plan with FAA
                assistance. Coordinated technical assistance, training in
                air traffic control, security maintenance of navigational
                aids, crash/fire/rescue equipment and procurement.
     
     
     
  • Africare, 440 R St., N.W., Washington, D.C. 20001
         (1980 - 1982)
     
           * Senior Advisor to the National Refugee Commission (NRC),
            Government of Somalia. Developed distribution plan for food and
            supplies to 35 refugee camps. Lead role in formulating policy for
            refugee assistance and guidelines for specific program activities.
            Reviewed, analyzed and advised on all project proposals submitted
            by PVOs, UN Agencies, International Organizations and private
            sector.
     
            Major Accomplishments:
     
             + Designed/implemented emergency food distribution plan.
             + Designed and developed Planning, Monitoring and Evaluation
                Unit/NRC to create database, identify needs, assure equitable,
                optimal distribution of resources. Applied standardized
                criteria in the evaluation of all projects and achieved
                adoption by NRC of "Logical Framework".
     
  • Department of Transportation, Frankfort, Kentucky
         (1979 - 1980)
     
           * Interpretation of data, forecasting of transportation needs. Policy
            review, evaluation of transportation plans related to environmental
            analysis, urban/regional planning
     
     
  • CARE, Inc., New York, N.Y.
         (1973 - 1974)
     
          * Designed CARE/Kano State Government (KSG), Nigeria project,
            negotiated terms of assistance to KSG and conducted necessary
            field studies.
     
            Major accomplishments:
     
             + Advisor to KSG Ministry of Works, Rural Water Supply (RWS).
                Developed plan for reorganization of RWS and change of
                focus of operations. Supervised emergency pilot project
                to alliviate severe water shortage Sahelian of drought
     
     
  • U.S. Peace Corps, Niamey, Niger
         (1969 - 1972)
     
          * Assistant to the Director of OFEDES (GON well maintenance
            service) in charge of well construction program. Conducted site
            surveys, planned programs with regional officials, village leaders.
            Developed policy, national plan, obtained funding from
            international organizations. Standardized reporting procedures,
            wrote annual report. Acting Director, Agadez Department for all
            OPEDES operations.
     
             Major accomplishments:
     
              + Developed, obtained funding, and implemented five U.S.
                 Embassy sponsored "self-help" projects.
