Utility rates could hike

While the nation's health care debate dominates headlines, city officials are eyeing another federal proposal that they fear could raise utility bills and drive manufacturing overseas.

The U.S. Senate could vote on climate-change legislation before the end of the year after the U.S. House of Representatives passed a version of the bill in June.

The proposal seeks to restrict emissions of greenhouse gases, which scientists have linked to global warming, by implementing a cap-and-trade system.

The system would limit how much carbon dioxide and other pollutants can be emitted by power companies and distributors, like Hamilton, while allowing such entities to trade pollution permits, so-called carbon credits, said Deputy City Manager Charles Young.

Young, who also serves as the chairman of the American Public Gas Association, recently spoke on the issue at a national APGA meeting in Indianapolis. Depending on what gets passed, Young said residential utility bills could go up anywhere from $500 to $1,500 a year, starting in 2012.

"I do believe the Senate will pass some form of energy regulation," Young said. "Costs will vary depending on how they implement the program ... but to regulate carbon is going to cost a lot of money."

Stricter emissions guidelines could drive manufacturing businesses overseas to countries which have fewer restrictions, like China and India, said Doug Childs, utilities infrastructure manager.

"A lot of people don't realize that China hasn't slowed down one step in building coal-fired power plants," Childs said.

The city does have one thing going for it. Climate-change legislation is geared toward encouraging renewable energy sources, and 70 percent of Hamilton's power will come from a renewable source when the Meldahl hydroelectric plant comes online.
