PRESENTATIONS
P.1 Presentation by Charles Ramsey, Board of Education Board Member, West Contra Costa Unified School District (WCCUSD). Topic, extension of the educational Parcel Tax due to expire in two years.
Charles Ramsey gave a brief history of the existing parcel tax (Measure B which passed by 70.4% in June 2004 at a rate of 7.2 cents/sq ft and which will end June 2009). The lose of $15M from the ending of this parcel tax has prompted the special mail election for a new parcel tax (Measure G with a rate of 11 cents /sq ft propose to start July 2009 and end June 2017 (timed to expire with the last payment of the state bail out loan) and contains a senior exemption that needs to be applied for yearly). The increase from 7.2 cents / sq ft to 11 cents/ sq ft is an inflation adjustment for the 2004 to 2017 time period.
P.2 Presentation by Marilynne Mellander, speaking in opposition to the proposed
extension of the parcel tax.
Marilyn Mellander presented an opposing opinion stating that WCCUSD has a history of not dealing fairly with the public and that WCCUSD had misspent money from past bond measures and parcel taxes. It was also her statement that this parcel tax was not needed by the district.
Motion to write a letter in support of the parcel tax was made but not seconded. M(MD)
P.3 Presentation by Terrance Cheung Chief of Staff for Supervisor John Gioia, monthly report.
The traffic study for the General Plan Amendment may be ready by August meeting but definitely by September meeting. The work on the county employee’s house on Rawston (legal second residence on a single lot w/o permit) has been halted due to some irregularities in paperwork filed. Supervisor Gioia’s office is pushing for the return of El Sobrante’s resident deputy.
P.4 Lt. Ron Bradley, Bay Station, Crime Report.Over all crime in June was about the same. He explained a misleading kidnap/shooting/assault report. He noted that residential and auto burglary was down but vandalism was up.P.5 Presentation on East Bay Municipal Utility District Projects- Michelle Blackwell.Secretary has no notes on Michelle Blackwell’s report

PUBLIC COMMENT
Marilyn Mellander pointed out problems that occurred during the Sihk parade this year.
Eleanor Loynd reported that the public comment period regarding the Forrest Green project has been extended and that the Sihk Temple expansion application is now complete.
Terrance Cheung offered to set up and have Supervisor Gioia’s office host a community meeting regarding the Sihk Temple expansion application.
Susan Swift commented on new problems regarding the DeAnza pool.
SHORT DISCUSSION ITEMS
SDI.1 Report on the Land Use Sub Committee Meeting.
Motion to have Land Use Subcommittee contact Supervisor Gioia’s office to obtain staff support to aid their mission. M(TO),S,P – 5,0,0
SDI.2 Develop a list of topics for the August meeting with Community Development Department, Building Inspection, and Public Works.
Consensus that Barbara Pendergrass develop a list of topics from past meeting minutes to present to Community Development Department, Building Inspection, and Public Works to prepare for our next meeting.
DISCUSSION ITEMS
DI.1 Development Plan Applications, Variance Reports, Building Modification Requests, Appeals etc. received in the previous month from the Contra Costa County Community Development Department.
We have also received from the City of Richmond the EIR for the Forrest Green Project.
Question regarding how and when Community development gets involved in projects: Stallion Rd project okayed, trees removed, demolition done and building begun without notification to ESVPZAC, ESMAC and neighbors.
DI.2 Report from El Sobrante Valley Planning and Zoning Advisory Committee.Eleanor Loynd gave overview of ESVPZAC agenda.
Public Comment
Susan Swift stated that the Library Reading Garden Park dedication will be July 28th with community planting to occur in the fall.
Eleanor Loynd reported that work around “cheese” park has occurred (paving, benches) and she will check on picnic tables.
Barbara Pendergrass noted that our contact and local resident in the county health department (Marie Rieis) passed away and her duties were taken over by Jeff Tipton.
Supervisor Gioia is attempting to resolve issues regarding Charles Marino’s absences.
