PUBLIC COMMENT
Homeless persons activity near the library on the increase again. Boys and girls club open house and reception March 31ST. Homeless persons activity along the creek on the rise and a resultant fire was discussed. Question regarding problems along Santa Rita rd and County Code Enforcement actions where discussed. Question regarding opening of the reading garden park as well as availability of grants was brought forward and discussed.
CONSIDER CONSENT ITEMS
CCI.1 Approval for Supervisor Gioia’s office to purchase a box of 24 lb copy paper through the County’s office of distribution and bill it to the ESMAC account to replace paper used by the ESMAC for agendas.

PRESENTATIONS
P.1 Charles T. Ramsey, member of the Richmond Board of Education for the West Contra Costa Unified School District.
Updated progress on DeAnza. Beginning with the sports facility this summer. He discussed phasing of the projects over the next 5 yrs. Mentioned interior pool if a management partner could be found (has 18M in contingency fund for the pool). He also mentioned technology, arts and vocational portions of the project. Design is for 1200 students and has little room for expansion. Proposed that district offer $75K for maintenance but estimated that management could cost near $300K/yr.
In response to a question he discussed health benefits for board members, maintenance and security of DeAnza.
P.2 Presentation by Lt. Donny Gordon, Bay Station Sheriff’s Department on his monthly report on local crime issues.
Stressed that the homeless issue was primarily a social not criminal problem. Sgt. Ed Griffith was put in charge of task force regarding this problem.
He stated that crimes involving firearms are on the rise and has begun a project “CASE” which is a crime suppression effort. They have collected 30 illegal firearms to date, which is quite a high number. Property crimes are slightly up but all other crimes are down.
Question regarding staffing and deployment was discussed. We have one officer assigned 24 hrs a day unless he is occupied (arrest, transport or providing support) when we’d shared coverage with another zone, he stated that the increase in businesses has caused a swell in day population that makes a single deputy inadequate and recommends that we need 2 officers 24/7. The “regular” deputies assigned here are: Duniway and Green with various others filling in evenings and weekends.

.Update on getting names and address’s for petitions on the lighting problem on San Pablo Dam Road. Public Works Department’s letter recommending a petition be signed by all residents affected by the lack of lights on the San Pablo Dam road between Valley View and May Road. Petition would cover joining County Service Area L-100 (the lighting District.)
Original surveys came back 95% in favor of joining L-100. Include 6 lights and cost ≈$15/property/yr so the process has begun but may take several months.

Community Development is setting up local office hours in east and west county (either library or Gioia’s office).
April 6th there will be a workshop on healthy development at Maple Hall by invitation only.
Chief Magnus and Sheriff Rupf have RSVP’d for May meeting.
P.4 Presentation by East Bay Municipal Utility District, Michelle Blackwell.
Claremont tunnel is finished two weeks early concluding seismic improvement program.
A test of the San Pablo Dam stabilization procedure will occur in April.
Mentioned ”Free Port Project” which is a plan for drought relief involving water from Sacramento River.
SHORT DISCUSSION ITEMS
SDI.1. Held over from 02-14-07 agenda. Memo from Susan Swift requesting the identification of parcels that could be used for parks.
Susan discussed her list that included several resource information items.SDI.2 Contra Costa Local Agency Formation Commission (LAFCO) meets the same day as the ESMAC. Do we want to change our meeting date for April or do we want an additional meeting with LAFCO?Items to be discussed in joint meeting would bethe rules and procedures LAFCO uses to guide their decisions and the types of actions that come before LAFCO and are within their scope of decisions.
Discussion involved clarification of this item and consensus was reached to request a LAFCO spokesperson to attend one of our meetings.
DISCUSSION ITEMS
DI.1 Development Plan Applications, Variance Reports, Building Modification Requests, Appeals etc. received in the previous month from the Contra Costa County Community Development Department.

Ruby Molinari presented the ESVPZAC agenda and briefly described the projects under review.
Susan Swift expressed concern regarding the rush to build along the Appian corridor in an attempt to circumvent the changes that may occur with the General Plan Amendment.
Public Comment
Wendi Gosliner announced “Bike to work” day and stressed that the El Sobrante corridor along San Pablo Dam Road was horrendous in regards to the road and biking and needs to be dealt with in the very near future.
