Meeting called to order at 7:05pm. Present were Barbara Pendergrass, Erica Peng, Tom Owens, Scott Hope, Marilynne Mellander, Wendi Gosliner, Charles Marino, Susan Swift

Minutes: Corrections: Erica Peng replaces Wendi Gosliner in c.2 under consent items. Tom Owens inserted after Barbara Pendergrass in SD.6 second line under SHORT DISCUSSION ITEMS. Jan 11, 2006 Minutes accepted as corrected by consensus.


Treasurer’s report: Hope Scott gave balance of $276.20


Presentations:
P.1: Lt Donny Gordon and specialist Mark Dobbs presented crime report “year in review”. No significant increase but following nation trend for areas of increasing “urbanization” potentially linked to public housing and rental market. Local problems with lack of response, or slow response email Lt Gordon: dgordon@so.cccounty.us
P.2: Terrance Cheung : Gioia organizing opening of Youth Center in city of Richmond (MacDonald Avenue and 2nd St.), Training session on Feb. 24, 2006 for Fiscal procedure and Controls for Municipal Advisory Councils. Resolution No. 2005/628 gives county complete control over finances (acceptance and disbursals of funds) for all Municipal Advisory Councils. Didn’t have time to print new placards, business cards or Brown Act verification forms.
P.3: Katy Foulkes; Dam renovation (estimated 2 yr project) will probably close entrance road to Kennedy grove 24hr during week and open it for access traffic during weekends (Friday evening till Sunday evening) when 70% of use occurs according to East Bay Regional Park survey. Question as to partial financing of entrance road construction by R9 will be looked into. Carol Johnson is contact with East Bay Regional Parks.
Michelle Blackwell answered question as to jurisdiction for creek bank erosion was answered as responsibility of landowner where erosion occurring. East Bay Municipal Utility District does not release water into Wilkies creek but some water from San Pablo creek may back up into Wilkies Creek. East Bay Municipal Utility District owns lots 58, 19 and lot on corner of Valley View and Avila. Water Treatment and Transmission Improvements Program (Orinda, Lafayette) will impact El Sobrante in improvements of local treatment plant (document sb05_347.doc off website). Draft EIR will come out in April. Will look into historical floods prior to San Pablo Dam. Directed question regarding warning system for potential floodwater problems related to heavy rains and earthquake to Gioia’s office.


Short Discussion:
SD.1 Corrected address and contact information was given back to Barbara Pendergrass.
SD.2 Motion to assign newspaper notification as duty of secretary. M(HS),S,F – 3,3,1 Marilynne Mellander will continue to notify newspaper. Chair requested to notify Marilynne Mellander of speaker two weeks prior to meeting for purpose of newspaper notification.
SD.3 Clarified what information we need and how it should be presented by ESVPZAC to ESMAC. Want list of El Sobrante incoming projects, a list of recommendations for El Sobrante projects including changes to original requests. A recap of county P&Z decisions in relation to ESVPZAC recommendation. Follow up of approved projects under construction (Code Enforcement?)
Motion to create a full ESMAC Land Use and Planning Sub committee to address issues that affect the development in El Sobrante beginning with listed priorities as listed in Feb 8, 2006 Agenda. M(EP),S,P – 5,2
Next Meetings of ESMAC Land Use and Planning Sub committee 2/28/2006, 3/28/2006 and 4/25,2006.
SD.4 i) Motion to make group 1 of priority list as listed in SD.4.a ESMAC top priority. M(MM),S,P –6,1,0
ii) Motion to make finalize set of Bylaws our second priority. M(MM),S,P –6,0,1
iii) Motion to group items 2, 3(group 2) and 3(Group 3) as listed in SD.4.a our third priority and form sub committees to address them at later meetings. M(WG),S,P –4,1,2
Note: add forming these committees as an agenda item for next meeting.
Concensus to table item 6 as listed in SD.4.a for later consideration as needs warrant.
SD.5 Motion to assign Land Use and Planning Sub committee to develop an action plan for SD.4 i) and present it to the ESMAC at the next regular meeting. M(WG),S,P -5,1,1
SD.6 Concensus to table SD.6 until next meeting after consult with county council.
SD.7 Tabled as a result of action on SD.6.
SD.8 Tom Owens volunteered to meet with Rick Staska re: Fire danger in La Colina area. Michelle Blackwell volunteered to supply fire hydrant water pressure readings to Tom Owens .
Marilyn Mellander requested any questions regarding fire safety to her prior to next Fire District meeting Feb. 22nd
SD.9 All council members have reviewed Brown Act Training tapes and those who haven’t completed verification forms will receive them from Terrance Cheung.


Discussion Items:
D1.1 Services supplied by Freeway Service Patrol on Freeways.
Changing flat tire.
Jump start car.
Taping hoses and refilling radiator.
Giving you a gallon of fuel.
D1.2 Request dead line, receipt date and planner’s name for Development Plan applications. Add phone Number for Community Development.
D1.3 Public comment period ends Feb. 28th for Negative Declaration for Urban Limit Line Ballot Measure.
WCCTAC putting in ferry terminal in Richmond. Spending money on bikes and bike racks.
Boys and Girls Club benefit dinner March 15th, $20 per ticket, advance sale only.
Web site will hopefully be online by next meeting.
R9 committee has voted money for Garden reading park. El Sobrante may soon have its’ first park.Public comment:
Rodeo losing their resident deputy.

Public Comment:
Balmore Court construction has started.
Objection to podium and time for organizing speakers.
Memorial for EBRP Director Jean Siri at Miller Knox park.
Supervisors passed resolution to mark Feb. 10th as Jean Siri day.Potential Speakers: Tony Thurmond, George Lang
