P.2 Presentation by Antonio Medrano and Mike Mahoney speaking on Measure J, the school bond measure on the ballot for the November Election.

monthly report.

SHORT DISCUSSION ITEMS
(10 minutes per item) - The Council will consider and take action on the following:
SD.1 CONSIDER, RECOMMEND, and TAKE ACTION AS APPROPRIATE on the El Sobrante Stroll on September 18. 2005 and next year’s stroll. Thanks to Tom Owens on setting up, manning, and removing the booth for El Sobrante. Thanks to Erica Peng for following through to get our new El Sobrante Municipal Advisory Council banner. Do we want to be in the parade in next year’s stroll and if so, how will we represent the El Sobrante Municipal Advisory Council? (ALL)
SD.2 CONSIDER, RECOMMEND, and TAKE ACTION AS APPROPRIATE for the El Sobrante Municipal Advisory Council to vote to support the installation of the Cingular Pole Tower at 5550 Valley View Road, Richmond, Ca. and send a letter to Judy Battle, Richmond Planning Dept. affirming our vote. (ALL)
SD. 3 CONSIDER, RECOMMEND,and TAKE ACTION AS APPROPRIATE to send letter to Zoning Officer Cookson regarding graffiti and junk yard conditions at 4600 Hilltop Drive, El Sobrante.
SD. 4 CONSIDER, RECOMMEND, and TAKE APPROPRIATE ACTION for a special meeting to be chaired by Ruby Molinari to determine how El Sobrante Municipal Advisory Council can review and comment on developments and building in El Sobrante area only and a change in the El Sobrante Municipal Bylaws to include these reviews. This meeting is being set due to comments by some El Sobrante Municipal Advisory Council members regarding El Sobrante Valley Planning and Zoning Advisory Committee’s appointments of its members and various other items. (ALL)


DISCUSSION ITEMS:
DI. 1
Information from Scott Edmunds, Public Works Department, regarding Public versus County Streets. Mr. Edmunds states developers prefer to put in private streets in their developments as they can build them narrower than required for a public street and they can put in sidewalks on one side only while public streets require sidewalks on both sides. Private streets are maintained by the neighborhood associations rather than by the county.
DI. 2 There will be no discussion on the new El Sobrante Land Use Policy as it has not been completed to date. All discussion on that issue is reserved until it is complete and can be presented by Contra Costa County Planner Pat Roche. There are no plans for redevelopment in El Sobrante at this time so that issue will be reserved until there are plans to begin a redevelopment area if plans are ever implemented.
