DRAFT: Minutes December 8, 2004
Meeting Called to Order: at 7:00 PM by chair Ruby Molinari. Members present were Don Delcollo, Reva Clark, Hope Scott, Marilynne Mellander and Michael Baefsky.
Bylaws Meeting: Scheduled for 5:30 PM. Only Marilynne Mellander & Ruby Molinari showed up.
Pledge of Allegiance led by Don Delcollo.
Treasurer’s Report: Hope Scott, reported no activity. $451.95 remaining in account.
Consent Calendar:
9.1 & 9.2 pulled for discussion.
Approval of Minutes: Last month’s minutes were moved, seconded and approved with corrections (MSA).
Sgt. Jeff Jennings, Bay Station:
Reported that crime holding steady. New intern on board, helping with towing abandoned vehicles. He is preparing an end of the year summary. Replying to a question from September he noted that they are dealing with the homeless encampments. He also noted that there were 2 attempted murders that were taking a lot of time to deal with. Questions, answers and requests were discussed.
Randy Sawyer, Director of the Hazardous Materials Program, Contra Costa County Health Services Dept.
He discussed the programs in Contra Costa County and answered questions. The programs include:

District 1 Staff Report – Terrance Cheung reported and responded to questions & answers:
λ 1.800.NODUMPING – County dumping hotline.
λ December newsletter emailed out.
λ Monthly breakfasts in neighborhoods, 3rd Friday of every month. Tina’s Creekside on 18th, 7 AM, first meeting.
λ Next year John Gioia will be vice-chair of Board of Supervisors, following year will be chair.
λ District 1 Art to be on display beginning Tuesday, 651 Pine St., Martinez.
λ Friends of the library building to be finished mid-January.
Public Comment
λ Bob Joyce commented on Garrity Creek subdivision.
λ Marilynne Mellander commented on the Pledge of Allegiance.
λ Mike Zeller replied to Bob Joyce, and requested that no personal attacks be carried out. He thanked Ruby Molinari for bringing todays speaker.
λ Barbara Pendergass reported that the Friends of Garrity Creek is having a meeting on Sat. at 10:00 AM.
Consent Calendar
9.1 – Ordinance regarding large vehicle parking on Appian Way. Reva Clark reported that even though there is an ordinance forbidding it, there is ongoing parking where it is illegal. Ruby Molinari chaired it until a copy of the ordinance could be found. Rick Gulledge made some comments regarding the enforcement of this ordinance. He suggested that the ESMAC get an enforcement policy from the Sheriff. Bruce King requested that we also get a copy of the CA vehicle code.
9.2 – Institute large vehicle parking ordinance on San Pablo Dam Road. Ruby Molinari tabled till next meeting.
Standing Committee Reports
EBMUD – Katy Foulke reported that the community meeting was excellent. The main message was that everyone is safe. The water in the dam is below the worst case scenario level already. She replied to questions from the ESMAC and the audience.
El Sobrante Planning & Zoning (ESP & Z) - Eleanor Loynd reported on current cases including the Sikh temple.
Transporation - Bruce King reported that beginning in February, 2005, 1 AC or more of surface area will require on site treatment. In 2006, 10,000 square feet will be impacted. In addition he noted that transportation authorities (CCTA) requested that municipalities provide information about costs of backlog of street maintenance.
ES Chamber of Commerce – Reva Clark reported:

Sheriff’s Annex – Reva Clark reported:
λ Volunteers needed.

Fire District – Don Delcollor reported statistics from the local fire stations work load and response times for the past two months. He also noted that El Cerrito has resumed automatic aid to CCC FPD, but undone in Richmond.
R-9 – Hope Scott reported that they talked about the garden, new benches in front, Friends of the Library, and Cheese Park.
ES Cleanup – Ruby Molinari reported on the cleanup. She thanked Tom Mason for the use of the Boys and Girls Club parking lot. She noted that it will be carried out next year also. Don Delcollo reported that they only filled one small dumpster, and barely filled a corner of a large 70 cubic yard dumpster.
