DRAFT: Minutes October 13, 2004

Meeting convened a little after 7PM

Pledge of allegiance read. 

Present were Reva Clark, Charles Marino, Don Delcollo, Ruby Molinari Bruce King and Marilynne Mellander.  Chairman Molinari advised Terrance Cheung unable to attend the meeting.

Sept. Minutes:  Marilynne Mellander asked letter to be sent to BOS be added.  Minutes MSA with addition.

Bay Station, Sheriff’s Dept:  Dept. Jeff Jennings stood in for Lt. Gordon.  He reported 20 vehicle abatements, 6 residential order/court order violations, 1 homicide on Amend Rd. deemed justifiable homicide pending investigation, 5 auto and residential burglaries and 8 warrant arrests.  The burglaries were down.  Verle Clark cited a new homeless enclave under Appian Way bridge.

Rabi Ghosh, developer:  presentation by his engineer for development at 6284 Dam Rd. near Castro Ranch Rd.  He stated only one section of development in County, the rest in Richmond.  Request was made to change zoning to R-6 by changing general plan that County was willing to do.  Discussion ensued.  The president of Cyn. Oaks Assn. expressed concerns about traffic. Motion to support zoning change to R-6 MSA with 1 abstention.  Chairman Molinari to write letter to County Planner in charge of this development stating the MAC’s approval.  Mr. Ghosh asked the MAC to let Terrance Cheung know of our approval.

Susan Swift, WCCHCD candidate:  El Sobrante resident for 8 years asked for our support for her candidacy.

Albert Martinez, area Postmaster:  He is postmaster for El Sobrante, San Pablo and Richmond and lives in Carriage Hills; is looking for locations to set up bonded contract postal units.   Stated area had lost a number of carriers, about 25, due to retirement affecting Richmond, primarily.  He asked the community to be his “eyes and ears” regarding letter carrier behavior and USPS mailbox graffiti.  Reva Clark asked about substitute carriers and he stated once positions are filled there will be regular substitute carriers for our area; they are currently down 2 substitute carriers in El Sobrante.  Marilynne Mellander asked about moving a mailbox; he replied this is not possible unless documented hardship because it adds too much carrier time.

Treasurer’s Report:  Hope Scott not present; Chairman Molinari stated there was still $551.95 in treasury.

Chairman Molinari asked to move consent calendar to next item – no objections.

Consent Calendar

9.1 - Reva Clark asked MAC to donate $100 to chamber history project to defray costs.  Motion MSA with one abstention.  Reva stated chamber has 501c3 status but not “grant type”.

Standing Committee Reports:
8.1
– Terrance not present
8.2 – EBMUD report – Katy Foulkes unable to attend so Gretchen gave report.  She stated they were almost done with project at Sobrante treatment plant; around 12/04 tunnel to be drained and a 10” tunnel to be built that is earthquake proof.
8.3 – P & Z report – Eleanor Loynd gave update and updated agenda.  WCCUSD candidate’s night is to be held on 10/20, 7 – 9PM at De Anza HS.  There is a scoping session on 11/8 regarding Afshar project on Hilltop Dr. and public questions on proposed EIR will be taken.   She stated Afshar had purchased property on Manor Rd. so entrance to project would move from Marin Rd.  Mr. Corl reported on Balmore Ct. project to Ms. Loynd.
8.4 – Traffic/Transportation – Bruce King reported he had preliminary draft of 2004 SMTP for WCCTAC.
8.5 – ES Chamber of Commerce – Reva reported I Love El Sobrante event went well and that they are thinking of moving it back to Dam Rd. location.  Attendee numbers down as less booth space.  Chairman Molinari stated a banner needed for event and will agendize this for next meeting.   Reva also reported on upcoming Halloween event.
8.6 – Grants/Fund Raising – Charles Marino not present.
8.7 – ESMAC/Sheriff’s Annex Office – Reva Clark reported Supervisor’s office, annex, et al are helping solve homeless problem in El Sobrante.
8.8 – Fire District – Don Delcollo reported talks on an “auto aid” agreement with Richmond
8.9 - CSA R-9 Committee – Hope Scott not present
8.10 – WCAPWG – Ruby reported on facilitator training presentation she attended
8.11 – Library – Michael Baefsky not present
8.12 – ABAG – Chairman Molinari reported that Michael Houston quit so she’s not getting notices.
8.13 – MAC Outreach – Bruce and Don reported on their work at I Love El Sobrante event
8.14 – ES Cleanup – Chairman Molinari reported we have 3 dumpsters to use by November of this year for El Sobrante residents only.  Don Delcollo volunteered to talk to Richmond Sanitary about this.

Correspondence:
10.3 – Housing on school sites/second units:  Marilynne Mellanderreported AB2702, second housing unit bill, had been vetoed by Governor Schwarzenegger.

Old Business
11.1 – Bylaw meeting  - Chairman Molinari advised she will email the time for next meeting and will try for second week in November.
11.2 – History and Accomplishments of the ESMAC – Reva Clark gave her information from Jim Rogers.  Ruby stated accomplishments of ESMAC and noted the chamber holding $2900 for the MAC pending granting of 501c3 status.

New Business
12.1 – Candidates night - It was decided not to hold another ESMAC candidate’s night as too near election.
