DRAFT: Minutes August 11, 2002

Meeting Called to Order: at 7:00 PM by chair Ruby Molinari. Members present were Don Delcollo, Bruce King, Reva Clark, Hope Scott, Marilynne Mellander and Michael Baefsky. Alternate Charles Marino was also present.


Pledge of Allegiance
led by Charles Marino.


Approval of Minutes: Last month’s minutes (7/14/04) were moved, seconded and approved (MSA).


Treasurers Report: Hope Scott reported that there is $582.25 in the bank. She paid one bill from Don Delcollo for paper.


Speakers/Guests/Topics
Mr. Martinez, Postmaster did not show up. This is the second time he has been on the agenda, and didn’t show up.
Keith Marks: Zoning Officer – Building Inspector, introduced Patty Cookson, the new code enforcement officer. He also gave a report on his job, which includes:
? Zoning and building
? Health and safety
? Non-permitted work
? Junkyard conditions
? Property nuisances
? Titles 7 & 8


MSA to send a letter of commendation to the County in thanks for all of the good work he has done in this community.
Michael Angelo-Silva – Building Inspection Dept. Reported that his office will be moving forward on the Deemed Approved Ordinance, to take action on liquor store code violations.


Patty Cookson , New Code Officer: introduced herself.


Contra Costa County Sheriff’s Dept. Bay Station: Mark Dobbs, Crime Prevention Specialist gave a crime report for the past month, and answered questions from the Council and the public. The following was reported:
? 3 armed robberies
? 1 assault with a deadly weapon
? 3 armed robberies
? 5 auto burglaries
? 5 commercial burgs
? 6 residential burgs
? 4 petty thefts from buildings
? 8 suspicious activity reports


Public Comment:
? Lisa Judd reported that there are 80-103 registered sex offenders in El Sobrante. Supervisor Gioia’s Office: Terrance Cheung Chief Of Staff Reported:
? Open Space Measure results should be in by the end of the evening.
? Public Works identifying sidewalks that need repair, for tripping hazards.
? Sid Afshar sent a note to the Board of Supervisors that they would sue CCC for requiring an EIR on his development, 41 homes, Hilltop.
? Erica Peng & Wendy Gossliner reported from R-9 on the proposed children’s reading garden in the ivy area. They intend to go in front of the Board of Supervisors for approval to build the park. It was agreed that the Children’s Reading Garden would be on the agenda next month.


Standing Committee Reports
EBMUD – Gretchen Glover reported:
? New book published by EBMUD on landscaping.
? Valley View street work to begin soon.
Planning & Zoning – Eleanor Loynd reported on new and old projects.
Traffic/Transportation – Bruce King reported that the WCCTAC approved their budget for this year.
ES Chamber of Commerce – Reva Clark reported on past and future projects. She presented information on the West County Tip Line.
Fire District – Don Delcollo reported on the most recent meeting, including new potential fire hazards. It was agreed to invite a representative of the Fire District to address the ESMAC next month, and answer residents concerns about fire safety issues.
Recreation & Parks Committee (R-9) – Hope Scott reported on progress in addition to the library garden.
Library – Michael Baefsky reported that the new landscaping is installed, thanks to the collaborative efforts of Terrance Cheung (Chief of Staff for Supervisor John Gioia), Jan Aaronian (El Sobrante Head Librarian), Susan Caldwell (General Services Manager – CCC Library), and the landscape staff of the County’s General Services Dept. Thievery of one tree, and trashing of some plants have been problems.
Outreach – Don Delcollo was directed to finalize Terrance Cheung’s draft leaflet, and get 500 copies printed for the I Love El Sobrante Day.
Cleanup – Ruby Molinari agreed to query Supervisor Gioia’s office about the garbage contract, to see if a community cleanup is part of their contractual obligation.
I Love El Sobrante Day – Ruby Molinari polled members as to their availability to staff the ESMAC booth. Old Business
Bylaws – A meeting was held prior to the ESMAC meeting, where the bylaws were additionally revised.
New Business
In Memory of Robert Sharp – A card was passed around for members to sign for the family of Mr. Sharp who recently passed away.


Public Comment
? Jim Mellander spoke and discussed with the Chair and other ESMAC members issues related to conflicts of interest and the Brown Act.
? Rick Gulledge spoke about past and future ESMAC issues.
