DRAFT: Minutes Jul 14, 2004

Meeting Called to Order: at 7:08 PM by chair Ruby Molinari.
Members present were Don Delcollo, Bruce King, Reva Clark, Hope Scott, Marilynne Mellander and Michael Baefsky. Alternate Charles Marino was also present.


Pledge of Allegiance led by Bruce King.


Approval of Minutes:
Last month’s (6/1/04) moved, seconded and approved (MSA), with one change, removal of the word “Draft” from the header.


Consent Calendar:
One item on the calendar, pulled for discussion.


Treasurers Report:
Hope Scott reported that there is $597.65 in the bank. She paid out on one invoice from Ruby Molinari, and Don Delcollo submitted another request for funds.


Consent Calendar:
One item, Semi-Annual Campaign Statement, pulled for discussion by Marilynne Mellander. It was placed on the calendar because the chair thinks it shouldn’t be sent to the ESMAC. Item tabled.


Speakers/Guests/Topics
Terrance Cheung of Supervisor Gioia’s reported:
• Illegal dumping ordinance being discussed.
• Keith Marks, the building code enforcement officer is looking for more projects in El Sobrante and he will attend next month’s meeting.
Contra Costa County Sheriff’s Dept. Bay Station Commander Lt. Donny Gordon introduced himself. He noted that theft from vehicles and residences are much higher than last year, and discussed how crime analysis has helped solve crimes.
Gretchen (EBMUD) reported:
• Valley View will be torn up from the area below the treatment plant to Olinda Road.
• Next week or two, nighttime construction (9PM-6M) on I80, in El Sobrante.
• New landscape book in print.
Mr. Sawhney, a developer of a property on Appian Way presented his project:
• MS to approve the project – failed.
• MS to write a letter expressing the concerns of the ESMAC, unanimously passed. Concerns noted included:
- Steep slope & stability concerns: how slopes & stability mitigated
- Across the street from Salvation Army, concerned about seniors using bus stop, and the moving of the bus stop.
- Permanent sidewalk concerns
- Additional screening, use of large trees initially
- Landscape maintenance agree signed by developer, incorporated into the CC & R’s and bylaws of HOA
- Drainage concerns
- Concerns about the ESMAC stalling the project
- Concerned about the stability of the soil
- Interested in park details, viable useful park for residents
- Park accessible to ES residents


Standing Committee Reports
Planning & Zoning – Eleanor Loynd reported on current projects.
Traffic/Transportation – Bruce King reported on current events, primarily budgets
ES Chamber of Commerce – Reva Clark reported on past and current events including, August 11, is a mixer at the Four Dimensions, starting at 5:30 PM, August 28th triathlon, and the July 18th A’s game event.
Fire District – Don Delcollo reported on a meeting.
Recreation & Parks Committee (R-9) – Hope Scott reported that they are still talking about the Reading Garden. They were asked for money to buy children’s play equipment for the Cheese Park. R-9 agreed to give them from $10,000-$20,000 for new play equipment.
West County Alcohol Policy Working Group (WCAPWG) – Ruby Molinari reported on the latest meeting.
Library – Michael Baefsky reported that planning is progressing.
Outreach – Don Delcollo presented a flyer that has been prepared.
Cleanup – Don Delcollo reported on a meeting on the issue. Concluded to work toward an Earth Day Cleanup.
I Love El Sobrante Day – Ruby Molinari reported on progress.


Old Business
Bylaws – A meeting was cancelled, because it wasn’t properly noticed. MSA to have bylaws meeting at 6 PM before next August regular ESMAC meeting.


New Business
Ruby Molinari requested that Reva Clark & Hope Scott compile a list of ESMAC accomplishments.


Public Comment
• Michael Baefsky passed out a copy of one of the pages in the County Tree Preservation Ordinance, and a complaint form for the County building codes inspector.
• Marilynne Mellander commented on the Loynd letter regarding the Conduct of the Planning Commission, 10.6. She disagreed with the letter.
• Jim Mellander commented on letter 10.6, he disagreed with the letter.
• Ruby Molinari commented that being negative about other ESMAC members, is not appropriate.
