DRAFT: Minutes Jun 9, 2004
Meeting Called to Order: at 7:02 PM by chair Ruby Molinari.
Members present were Don Delcollo, Bruce King, Reva Clark, Hope Scott,
Marilynne Mellander and Michael Baefsky. Alternate Charles Marino was
also present.
Pledge of Allegiance led by Bruce King
Approval of Minutes:
Last month’s (5/12/04) moved, seconded and
approved (MSA).
Treasurers Report:
Hope Scott reported that there is $612.79 in the
bank.
Introduction of Speakers/Guests/Topics
Mark Dobbs, Crime Specialist, Contra Costa Sheriff’s Department:
presented statistics on crime for the past month. He reported that
it was a moderate month for El Sobrante. Discussion ensued about the
crime statistics. This quarter crime was up more than 200%. He sends
out crime statistics on a list server, and will include the ESMAC members.
Paul Wilhelmus USPS Postal Inspector: Spoke about identity theft. Questions
and answers relative to mail issues were discussed. Complaints about
the post office were aired.
Terrance Cheung, Chief of Staff, of Supervisor John Gioia’s Office:
Reported on items in Supervisor John Gioia’s office. He reported:

Mold was found in the Friends of the Library building and the County
is taking remediation steps.

There are new applicants for alternate positions.
Public Comment
•
Questions about whether or not a flag is flown at the El Sobrante Library.
One was reportedly flown at the D-Day Commemoration.
•
Clarification about the mail in votes on measures B & D. It was
mentioned that there is a senior opt-out possibility.
•
Questions were raised about Measure B payment amounts.
•
+/- $.07 for all improvements was reported. There was a question about
the large number of votes cast in favor and how this was possible.
Standing Committee Reports
Planning & Zoning – Eleanor Loynd reported on current projects
in El Sobrante Valley.
Traffic/Transportation – Bruce King reported on current issues.
ES Chamber of Commerce – Reva Clark reported on current goings
on, and future projects.
Recreation & Parks Committee (R-9) – Hope Scott reported
on the Reading Garden project. She indicated that it is being held
up by the lack of a maintenance agreement. Discussion about R-9’s
budget, and how to get maintenance paid for ensued.
West County Alcohol Policy Working Group (WCAPWG) – Ruby Molinari
reported on some recent activities.
Library – Michael Baefsky reported on progress.
Outreach – Don Delcollo reported that the promotion pamphlet
stopped at the Supervisor’s office. Terrance Cheung will follow
up.
Cleanup – Don Delcollo reported that the letter of request for
a community cleanup stopped at Supervisor Gioia’s office. Terrance
Cheung will follow up.
Old Business
Bylaws – A meeting date was proposed for July.
Public Comment
Bruce King discussed details about the ESMAC having a booth for the
El Sobrante Community Event. The event is held on September 18th at
the Boys and Girls Club on Appian Way.
Agenda Items for Next Meeting
Problems with getting the local post office supervisor to come were
reported. Options were discussed.
