DRAFT: Minutes May 12, 2004

Meeting Called to Order: at 7:01 PM by chair Ruby Molinari.
Members present were Don Delcollo, Bruce King, Reva Clark, Hope Scott, Marilynne Mellander and Michael Baefsky.

Approval of Minutes:
Last month’s (4/14/04) moved, seconded and approved (MSA).


Treasurers Report:
Hope Scott reported that there is $612.79 in the bank.


Adoption of Consent Calendar:
9.1, 9.2 & 9.3 pulled for discussion, MSA.


Introduction of Speakers/Guests/Topics
Supervisor John Gioia – Discussed the new proposed Open Space Initiative – www.cocoopenspace.org is the website with the full measure. He also mentioned that there are discussions about additional changes for the Urban Limit Line, and whether or not to tie it to Measure C.
Nancy Baer, WCC Safe Communities – Manages the injury prevention project for CC Health Services. She discussed a project related to traffic safety issues. They are moving forward with a public safety education campaign.
ESMAC moved, seconded and approved to endorse the program.
Lt. Mike Fisher, Contra Costa Sheriff’s Department, 510.262.4206. Interim commander until 5/30th. Donny Gordon will be taking charge in June.
Elizabeth O’Shea, Coordinator for S.P.A.W.N.E.R.S. She reported on a new San Pablo Creek Watershed and Management plan from the Dam to the day will be starting out this summer. On June 12th they will be holding a watershed tour. Asking for support from the ESMAC with outreach, and for a member of the ESMAC to attend the public meetings after the tours.
Moved, seconded and approved to support the outreach for this program.
Dr. Geoffrey Hodies, Appian-Valley View Parking Problems
He discussed the problems with a lot he bought at the corner of Appian and Valley View. Problems with getting code enforcement assistance were noted.


Public Comment
Mike Zeller commented favorably on the quality of the meeting.


Standing Committee Reports
East Bay Municipal Utility District (EBMUD) – Katy Foulke reported on potential problems with budgets in Sacramento, and their impacts on EBMUD, work on the Claremont tunnel, and the Freeport project. Gretchen Glover reported that the Claremont tunnel, coming this winter, and the implications for Sobrante pumping plant, a new pipeline in on Valley View. The Valley View – Sobrante corner is almost finished.
El Sobrante Planning & Zoning (ES P & Z) – Eleanor Loynd reported on current and future projects.
Traffic/Transportation – Bruce King reported on new and ongoing projects.
ES Chamber of Commerce – Reva Clark reported on the success of the Earth Day Cleanup, which was a cooperative effort with the Boys Club & the SPAWNERS, about the Storytelling Festival, two new businesses, and a well-attended mixer at the Elks Club. Next mixer scheduled at Prudential Real Estate, at El Portal and SPDR, 5:30 PM. July 14th is the following mixer, at Caliente.
Fire District – Don Delcollo reported on a new budget being submitted to the County Board of Supervisors. www.cccfpd.org is the Contra Costa Fire Protection District’s new website. He also reported on additional information about the district.
Recreation & Parks Committee (R-9) – Hope Scott reported about the children’s reading and play area, neighbors came out, and weren’t too anti.
West County Alcohol Policy Working Group (WCAPWG) – Ruby Molinari reported that Charles Marino resigned from the group, and as the chairman. She reported that she nominated the Evergreen Bar for an award cooperating with improving problems.
Library – Michael Baefsky reported on progress of the new library landscaping.
ABAG meeting - Ruby Molinari reported on a meeting on two meetings that she attended, mostly related to growth and transportation.


CONSENT CALENDAR
9.1 Expansion of the Urban Limit Line – brought up.
9.2 ESMAC Election – Ruby Molinari noted that if you want to come up for election that you have to put up $250, if you want a statement in the election pamphlet.
9.3 Town Hall Meeting Announced

Mr. Zeller observed that he recently opened a new business, and noted that he could request information in English + 24 languages.
