DRAFT: Minutes April 14, 2004
1. Meeting Called to Order: at 7 PM by chair Ruby Molinari. Members present were Don Delcollo, Bruce King, Reva Clark, Hope Scott, and Michael Baefsky. Alternate member Charles Marino was also present.
2. Approval of Minutes: Last month’s (3/10/04) moved, seconded and approved (MSA).
3. Treasurers Report: Hope Scott reported that there is $612.79 in the bank.
4. Adoption of Consent Calendar: 9.1 & 10.7-10.18 pulled for discussion, MSA.
5. Introduction of Speakers/Guests/Topics
Lt. Devaull, Contra Costa Sheriff’s Department
Lt. Devaull reported on the month of March. He noted that crime statistics are down from previous months. The following crimes were reported:
• 6 burglaries, 3 on San Pablo Dam Road
• 9 residential burglaries (up from 5 last month)
• 2 robberies
• 2 commercial burglaries; San Pablo Dam Road & Appian Way. Laundromats had coin machines broken into.
Mark Dobbs: Crime Prevention Specialist Sheriff’s Dept. was introduced and gave a short talk.
Pledge of Allegiance led by Don Delcollo
Chris Przybrowski, West Contra Costa Unified School District (WCCUSD). Bond Regional Facilities Project Manager, supervising the Sheldon School Project. He discussed his project.
Standing Committee Reports
8.1 District Staff Report – Terrance Cheung reported on District activities.
8.2 East Bay Municipal Utility District (EBMUD) – Katy Foulke and Gretchen Glover reported on the utilities activities regionally and locally.
8.3 El Sobrante Planning & Zoning (ES P & Z) – Ruby Molinari and Eleanor Loynd reported on recent projects.
8.4 Traffic/Transportation – Bruce King reported on county and local information.
8.5 ES Chamber of Commerce – Reva Clark reported on the April 1st board meeting, and other projects.
8.6 Grants & Fundraising – Charles Marino reported on a grant he procured from 5-A Rent-A-Space for the Friends of the Library. He also reported on Family First grants, and invited participants to apply for grants with or without his cooperation.
8.7 ESMAC/Sheriff’s Annex Office – Reva Clark brought up the idea of meeting with the new liaison and one of the neighborhood watch groups.
8.8 Fire District – Don Delcollo reported on two meetings held this month.
8.9 Recreation & Parks Committee (R-9) – Hope Scott reported on two projects: new soccer field at Sheldon School, and a new reading area at the library for tots.
8.10 West County Alcohol Policy Working Group (WCAPWG) – Charles Marino reported on issues related to alcohol in the region.
8.11 Library – Michael Baefsky reported on progress of the new library landscaping.
8.12 ABAG meeting - Ruby Molinari had nothing to report.
8.13 ESMAC Outreach – Don Delcollo reported that a flyer has been prepared, and they are waiting for final approval. He agreed to begin planning for a community cleanup. Bruce King agreed to pursue the question of setting up a table at the Chamber of Commerce fall event.
CONSENT CALENDAR
9.1 AB 2702, Second Units, Amended – Bruce King wanted to know if the County had any position on the issue. Moved to table until next month’s meeting, seconded, passed.
Correspondence
10.7-10.18 Items Related to Zoning, Planning & Construction – Michael Baefsky had questions about these issues.
Old Business
11.1 Bylaw Special Meeting discussed, and proposed for the first week in May.

Announcements:
Mr. Harvey reported on a meeting about the West County Health Care District, and a City of Richmond meeting where workers were laid off.
