 Minutes for the Village of Beverly Board of Public Affairs Regular Meeting

Held June 28, 2006

 

The regular meeting of the Village of Beverly Board of Public Affairs was held Wednesday June 28, 2006 at 5:00 P.M. with Board President Tammy Bates presiding. Members Bernard Clark and Jim Ullman were present; Mayor Clem Biedenbach, Fiscal Officer Larry Kitts, Board of Public Affairs Clerk Karla Lewis, Supervisor of Services Sam Brooker, Plant Operator Ralph Mohr, and Gary Silcott, and Aaron Pennington representing R.D. Zande and Associates were also present.

Bates recognized Pennington and Silcott, who were present to explain their proposal for upgrading the sewer plant sludge control problem. After Zande presented their findings and discussion was held regarding the options available, the Board decided to pursue the Aerobic Digester in combination with a sludge compression with Ultra Violet system which will cost approximately $283,000. 

             Minutes from the May 17, 2006 Board of Public Affairs Regular Meeting were read and approved.

            

             Old Business: Brooker reported on the situation regarding the tap for Sue Hart in the Dietz Shopping Center. A 1 ¼ in line is the only line available in the rear of the building which he does not feel is adequate for service to the requested properties. An easement would also be necessary if the tap was done at this location. A six inch line; however, is available in the front of the building (SR 60 side of the building). Ullman moved to tap the six inch line if the tap is to be done, Clark seconded the motion and all answered yes to roll call (3-0), motion passed.

Brooker also stated he had checked on high speed internet service through the cable network. Kitts was to pursue this option in order to expedite installation of this service.

Jamison Well Drilling is to be on site the 10th and 11th of July to chlorinate, flush and install the electric to the new well.

 

             Water Clerk’s Report and Bill Adjustments: No Report.

 

Supervisor of Services Report: Brooker reported motorcycle riders have been riding on property where well #5 is located. Brooker was instructed to post no motorized vehicles signs on this property.

 

Operator's Report: Operator Ralph Mohr’s report stated 5,886,000 gallons of water were pumped in May for an average of 189,000 gallons per day. There were no violations to report.

5,504,000 gallons of wastewater were treated for an average of 178,000 gallons daily (59.2% by design). There was 1 day that the 300,000 gallon design limit was exceeded, which was 316,000 gallons; rainfall for that day was 1.44 inches. Rainfall for May was 3.35 inches. Violations for fecal coliforms and total chlorine residuals were reported for May.

Mohr also reported the CCR (Consumer Confidence Report) has been distributed.

 

New Business & Correspondence: Discussion was held regarding work done by the summer help. A problem existed which Bates thought needed addressed. Brooker stated he had given the boys the project and would address the situation.

 

Bills: Bills were presented and discussed. Clark moved to approve payment of the bills, Ullman seconded the motion, motion approved by acclamation. Each member then initialed the vouchers.

The next meeting was scheduled for Wednesday July 19, 2006 at 5:00 P.M. With no further business to come before the Board the meeting was adjourned.
