RECORD OF PROCEEDINGS Minutes for the Village of Beverly Board of Public Affairs Regular Meeting Held April 21, 2006
The regular meeting of the Village of Beverly Board of Public Affairs was held Wednesday April 21, 2006 at 5:00 P.M. with Board President Tammy Bates presiding. Members Bernard Clark and Jim Ullman were present; Fiscal Officer Larry Kitts, Board of Public Affairs Clerk Karla Lewis, Supervisor of Services Sam Brooker, Ralph Mohr, and Kristyn Robinson representing the EPA were also present. Minutes from the March 22, 2006 Board of Public Affairs Regular Meeting were read and approved. Robinson was present to explain the grant available to study the nitrate issues of the Village well field. Tests would be done in order to determine the cause of the contamination, and possible solutions could be determined as a result of this testing. The cost to the Village would be approximately $8333 per year over a three (3) year period. Ullman moved to proceed with the grant application, Clark seconded the motion; all answered yes to roll call (3-0), motion passed.
Old Business: The slow speed of the dial-up internet connection was discussed and Ullman moved to purchase a DSL or high speed internet service, Clark seconded the motion, motion approved by acclamation.
Water Clerk’s Report and Bill Adjustments: Lewis reported the reader gun had to be replaced with a loaner from Sensus, the drop box was scheduled for installation and new bills needed to be ordered. The CCR (Consumer Confidence Report) report is scheduled to be distributed by July 1st. Lewis also stated Janette Miller, James Cain, and James Huglin were delinquent. These individuals would be referred to the Fiscal Office and further action would be taken by the Board if there was no activity on these accounts.
Supervisor of Services Report: Brooker reported the old meters which were declared excess property were sold. Brooker also reported a tap for the units purchased by Sue Hart would be installed with 2 or 3 new meters and separated shut offs and back flow meters. Clark moved to purchase a gas detector for confined space conditions, Ullman seconded the motion, motion passed by acclamation. Jamison Well Services is waiting of the EPA approved screen, when received, the project will proceed as scheduled.
Operator's Report: Operator Ralph Mohr’s report stated 4,410,000 gallons of water were pumped in February for an average of 158,000 gallons per day. There were no violations to report. 5,406,000 gallons of wastewater were treated for an average of 193,000 gallons daily (64.4% by design). Rainfall for December was .99 inches. No violations were reported for this month.
New Business & Correspondence: Ullman moved to send Mohr to the Ohio Water environmental Association meeting and pay the $25 fee, Clark seconded the motion, motion approved by acclamation. Ullman moved to send Brooker and Jarvis to a plant maintenance seminar, Clark seconded the motion, motion approved by acclamation.
Bills: Bills were presented and discussed. Clark moved to approve payment of the bills, Ullman seconded the motion, motion approved by acclamation. Each member then initialed the vouchers. The next meeting was scheduled for Wednesday May 17, 2006 at 5:00 P.M. With no further business to come before the Board the meeting was adjourned.
