 Minutes for the Village of Beverly Board of Public Affairs Regular Meeting

Held March 22, 2006

 

The regular meeting of the Village of Beverly Board of Public Affairs was held Wednesday March 22, 2006 at 5:00 P.M. with Board President Tammy Bates presiding. Members Bernard Clark and Jim Ullman were present; Board of Public Affairs Clerk Larry Kitts, Supervisor of Services Sam Brooker, and Mayor Biedenbach were also present.

             Minutes from the February 22, 2006 Board of Public Affairs Regular Meeting were read and approved.

 

             Old Business: Discussion was held regarding pay increases for passing tests for water and sewer licensing. The Board is in agreement substantial raises should be given for each level achieved by passing the designated tests for each license.

             Bates stated she did not feel the Board should pay for three people to fill two job openings, but if it kept personnel turnover from occurring, she could accept this policy.

             Ullman reported the new computer is working fine but the dial up networking internet service in very slow which creates a problem filing reports.

             Ullman asked if the village personnel had taken any confined space training. Brooker stated Ronnie Young was checking on dates for this training.

 

             Water Clerk’s Report and Bill Adjustments: Brooker reported for Lewis that Waterford Water & Sewer had paid their bill after the special meeting.

 

Supervisor of Services Report: Brooker reported he had received an estimate from Kessler Tank for maintenance on the 400,000 gallon tank. Brooker also said he had requested and estimate from Dennis Martin and Liquid Engineers. 

 

Operator's Report: Operator Ralph Mohr’s report stated 4,410,000 gallons of water were pumped in February for an average of 158,000 gallons per day. There were no violations to report.

5,406,000 gallons of wastewater were treated for an average of 193,000 gallons daily (64.4% by design). Rainfall for December was .99 inches. No violations were reported for this month.

Brooker reported Mohr has suggested hiring an engineer to evaluate sulfur dioxide monitoring. Brooker also reported a new head for the sulfur dioxide de-chlorinator needed to be ordered. Dye and Associates quoted a price of $3500.00. Clark moved to purchase the sulfur dioxide de-chlorinator, Ullman seconded the motion, motion passed by acclamation.

 

New Business & Correspondence: It was stated Sue Hart was purchasing 5 units in the Dietz Shopping Center. Additional meters would be installed due to Dietz-Futrell & Walters units and Hart’s units use the same meter. Additional taps may also be installed for Hart’s units.

Water & Sewer rate increases were discussed. Ullman moved to increase the water rates 15% and leave the sewer rates at 160% of the water rates within the village and 100% outside the village, Clark seconded the motion and all answered yes to roll call (3-0).

 

Bills: Bills were presented and discussed. Clark moved to approve payment of the bills, Ullman seconded the motion, motion approved by acclamation. Each member then initialed the vouchers.

The next meeting was scheduled for Wednesday April 19, 2006 at 5:00 P.M. With no further business to come before the Board the meeting was adjourned.
