Minutes for the Village of Beverly Regular Council Meeting

Held July 12, 2006

 

             The Regular meeting of the Village of Beverly Council was held Wednesday July 12, 2006 at 7:00 P.M. with Mayor Clem Biedenbach presiding, Dave Price, Stacey Brooks, Arlene Pennock, Amista Lipot, and Mary Ann Pennock answered to roll call. Fiscal Officer Larry Kitts, Supervisor of Services Sam Brooker, Police Chief Greg Skinner, Tim Rossiter and Doc Lowe of the Fire Department, and Susan Chipps from the Library were also present.

             Biedenbach led the prayer and pledge.

             Minutes of the June 14, 2006 regular were presented, Brooks moved to approve the minutes; Lipot seconded the motion and all answered yes to roll call (5-0); motion passed.

             Biedenbach recognized Susan Chipps who was present requesting information as to village regulations required if the library were to create a butterfly garden adjacent to the library. Council informed Miss Chipps she had the council’s blessing, and there were no regulations prohibiting this type of project.

 

MAYOR’S REPORT: No Report

 

CLERK’S REPORT: Kitts reported that at 7:00 P.M. on the 6th of July, he and Biedenbach opened the one bid for the property located at 504 Fifth St. received by Mr. Joel Dixon, which was for the amount of $10,000.

 

COMMITTEE REPORTS:

 

LANDS, BUILDINGS, PARKS AND RECREATION: Price moved to reject the bid of Mr. Joel Dixon in the amount of $10,000 for the village property located at 504 5th St.; Brooks seconded the motion and all answered yes to roll call (5-0); motion passed.

             Price moved to pay Hoover Constructors upon completion of the gazebo up to $12,500; Mary Ann Pennock seconded the motion, and all answered yes to roll call (5-0); motion passed.

            

SWIMMING POOL: Discussion was held regarding the change order submitted for $4615 for removing and replacing the conduit embedded in the concrete removed. Brooks moved to authorize the change; Mary Ann Pennock seconded the motion and all answered yes to roll call (5-0); motion passed.

Brooker stated the paint for the bottom of the pool had been changed to PVC based paint.

 

STREETS, ALLEYS, & SIDEWALKS: Price stated a complaint had been made by Allen Ellis on Wilson St... Mark Kincaid also made a complaint regarding the drainage in front of his house. Brooker stated a piece of grating would be installed in front of Kincaid’s house. It was also stated the culvert on the Newsad property has been altered; therefore the responsibility lies with the property owner to fix the problem.

             The handicapped ramp for the property owned by St. Bernard’s church would be installed by the church at their expense.

 

POLICE, FIRE & SAFETY: Brooks moved to remove to executive session to discuss personnel; Price seconded the motion and all answered yes to roll call (5-0); motion passed. Brooks moved to re-enter regular session; Mary Ann Pennock seconded the motion and all answered yes to roll call (5-0); motion passed.

             Discussion was held regarding the service and condition of the trash removal equipment used by Offenberger Disposal. It was decided by council to send a notification of the issues with the trash removal contract with 20 days to respond, and 60 days to be in compliance with the noted issues.

 

            

SUPERVISOR OF VILLAGE SERVICES: No Report

ORDINANCE, FINANCE AND INSURANCE:     Arlene Pennock moved to submit the proposed tax budget to the County Budget Commission; Brooks seconded the motion and all answered yes to roll call (5-0); motion passed.

Bills were presented and discussed. Arlene Pennock moved to suspend the rules; Brooks seconded the motion and all answered yes to roll call (5-0); motion passed. Arlene Pennock moved to pay the bills; Mary Ann Pennock seconded the motion and all answered yes to roll call (5-0); motion passed.

Committee meetings were scheduled for July 25, 2006 at 7:00 P.M.
