Minutes for the Village of Beverly Regular Council Meeting

Held June 14, 2006

 

             The Regular meeting of the Village of Beverly Council was held Wednesday June 14, 2006 at 7:00 P.M. with Mayor Clem Biedenbach presiding, Dave Price, Stacey Brooks, Laura Adams, Arlene Pennock, Amista Lipot, and Mary Ann Pennock answered to roll call. Fiscal Officer Larry Kitts, Supervisor of Services Sam Brooker, Police Chief Greg Skinner, and Tim Rossiter of the Fire Department, employees Sherry Saunders, Brian Jarvis, and Adam Satterthwaite were also present.

             Biedenbach led the prayer and pledge.

             Minutes of the May 10, 2006 regular were presented, Brooks moved to approve the minutes; Price seconded the motion and all answered yes to roll call (6-0); motion passed.

            

MAYOR’S REPORT: Biedenbach reported the driveway in front of the Garvin property on Park Street would be repaired due to replacement of the culvert. A handicap access to the Catholic Church rental property on Park Street will be installed after Brooker contacts the Church officials.

 

CLERK’S REPORT: Kitts reported funds may be available for replacement of the stop lights in the village. Kitts provided Lipot this information for further study. Kitts also stated a budget hearing needed to be advertised prior to the next council meeting.

 

COMMITTEE REPORTS:

 

LANDS, BUILDINGS, PARKS AND RECREATION: Price requested to advertise for bids for the excess property on Fifth Street, which used to house the fire department. Price moved to hire Tyler Brooks and Kyle Saunders as seasonal help at the rate of $6.50 per hour; Adams seconded the motion, and 5 voted in favor of the motion, none voted against the motion with Stacy Brooks abstaining to roll call (5-0-1); motion passed.

             Price moved to charge a $25 deposit to all organizations or individuals who rent the kitchen pavilion at the park, Charitable and Fraternal organizations alike which pay no rent; Deposit will be returned if cleaned and not damaged after use. Adams seconded the motion and all answered yes to roll call (6-0); motion passed. Price also reported there would be a voluntary clean up of Dodge Park on Monday the 19th of June by various citizens and organizations; any and all help appreciated.

             Mary Ann Pennock moved to purchase the proposed phone system presented by World Phone. Brooks seconded the motion and all answered yes to roll call (6-0); motion passed.

             Dennis Perdue requested permission for use of the Park for a car show; Council had no objections.

 

SWIMMING POOL: Adams reported the pool construction was proceeding on schedule and the color of the slide would be raspberry and white. Adams also stated more donations and pledges were received for the Circle of Life CCL, Globe Metallurgical, and Smith Chapel Church.

Adams asked Solicitor Webster if a Texas Hold-um Tournament would be a feasible way to raise money for the pool; Webster stated the village should not support this type of funding project.

Biedenbach assigned Mary Ann Pennock as chairman of a committee to organize a recognition ceremony for the benefactors of the Swimming Pool.

 

STREETS, ALLEYS, & SIDEWALKS: Price stated a complaint had been made regarding the hole on Fifth Street in front of McDonald’s. Brooker reported the hole had been patched. The stop signs on the Dietz Lane were reported to be faded; necessary action will be discussed at committee meetings after examination.

 

POLICE, FIRE & SAFETY: Brooks moved to hire Eric Hunter and Pat Brockmeier as part time police officers at $9.00 per hour, not to exceed 20 hours per week. Adams seconded the motion and all answered yes to roll call (6-0); motion passed.

            

SUPERVISOR OF VILLAGE SERVICES: No Report

ORDINANCE, FINANCE AND INSURANCE:     Price moved to enter executive session for the purpose of litigation. Brooks seconded the motion and all answered yes to roll call (6-0); motion passed.

             Price moved to re-enter regular session. Mary Ann Pennock seconded the motion and all answered yes to roll call (6-0); motion passed.

Bills were presented and discussed. Brooks moved to pay the bills; Adams seconded the motion and all answered yes to roll call (6-0); motion passed.

Committee meetings were scheduled for July 11, 2006 at 7:00 P.M.

With no further business to come before Council the meeting was adjourned.
