Minutes for the Village of Beverly Regular Council Meeting

Held April 12, 2006

 

             The Regular meeting of the Village of Beverly Council was held Wednesday April 12, 2006 at 7:00 P.M. with Mayor Clem Biedenbach presiding, Dave Price, Stacey Brooks, Laura Adams, Arlene Pennock, Amista Lipot and Mary Ann Pennock answered to roll call. Solicitor Tom Webster, Clerk Larry Kitts, Supervisor of Services Sam Brooker, Police Chief Greg Skinner, David (Doc) Lowe of the Fire Department, Ralph and Karen Lockhart and Sherry Saunders were also present. Students from Mr. Sims Waterford H.S. government class were also present.

             Laura Adams led the prayer and pledge.

             Minutes of the March 8, 2006 regular meeting and March 21, 2006 special meeting were presented, Price moved to approve the March 8, 2006 regular meeting, Arlene Pennock seconded the motion and all answered yes to roll call (6-0). Arlene Pennock moved to approve the minutes of the March 21, 2006 special meeting, Brooks seconded the motion and all answered yes to roll call (6-0).

             Lowe reported the Fire Department would be hosting a fire safety class for the area fire departments and the building owned by Vernon Skinner on 5th and Center would be burnt down during this training.

             Lockhart was present to discuss the no parking sign on Ferry St. near the entrance to 8th Street. This matter was tabled and would be discussed at committee meetings.

 

MAYOR’S REPORT: No Report

 

CLERK’S REPORT: Kitts reported an amended certificated needed to be sent to the auditor’s office.

 

COMMITTEE REPORTS:

 

LANDS, BUILDINGS, PARKS AND RECREATION: It was reported the Duke Power Station would donate labor toward the installation of a gazebo for the park.

            

SWIMMING POOL: No Report, a special committee meeting will be called after the bids are opened in order to award the contract.

 

STREETS, ALLEYS, & SIDEWALKS: Biedenbach reported a speed bump could not be constructed in the alley beside the squad building; however, signs could be installed on the building if necessary.

             Brooker obtained a price for various safety signs and street markers. Price moved to by the signs not to exceed $4,500. Brooks seconded the motion and all answered yes to roll call (6-0), motion passed.

 

POLICE, FIRE & SAFETY: Brooks moved to enter into contract with Bill South to clean the Fire House monthly at $70 per month or as needed, to be determined by the Fire Chief. Adams seconded the motion and all answered yes to roll call (6-0), motion passed.

             Brooks moved to advertise the property on Fifth Street to be sold. Price seconded the motion and all answered yes to roll call (6-0), motion passed.

            

SUPERVISOR OF VILLAGE SERVICES: No Report

 

ORDINANCE, FINANCE AND INSURANCE: Arlene Pennock moved to increase the mileage reimbursement to the federal standard and adjusted when the standard is changed. The present rate is $.445 per mile. Mary Ann Pennock seconded the motion and all answered yes to roll call (6-0) motion passed.

             Arlene Pennock moved to suspend the rules and to read ordinance 06-8 AN EMERGENCY ORDINANCE AUTHORIZING THE CHANGE OF WATER AND SEWER RATES, TAP FEES AND PENALTIES by title only, Adams seconded the motion and all answered yes to roll call (6-0). Arlene Pennock moved to approve ordinance 06-8, Adams seconded the motion and all answered yes to roll call (6-0), motion passed.

             Arlene Pennock moved to suspend the rules and to read ordinance 06-9 AN EMERGENCY ORDINANCE AUTHORIZING THE CLERK TO SUBMIT AN AMENDED CERTIFICATE TO THE WASHINGTON COUNTY AUDITOR by title only, Brooks seconded the motion and all answered yes to roll call (6-0). Arlene Pennock moved to approve ordinance 06-9, Adams seconded the motion and all answered yes to roll call (6-0), motion passed.

             Arlene Pennock moved to suspend the rules and to read ordinance 06-10 AN EMERGENCY ORDINANCE AUTHORIZING VILLAGE PERSONNEL TO SIGN CHECKS, CONTRACTS AND OFFICIAL DOCUMENTS FOR THE VILLAGE OF BEVERLY by title only, Brooks seconded the motion and all answered yes to roll call (6-0). Arlene Pennock moved to approve ordinance 06-10, Mary Ann Pennock seconded the motion and all answered yes to roll call (6-0), motion passed.

             Arlene Pennock moved to purchase to fireproof filling cabinets from the State Dept of Administrative Services Federal Surplus Property for $100 apiece. Adams seconded the motion and all answered yes to roll call (6-0), motion passed.

             Arlene Pennock moved to purchase two (2) media storage containers for the fire proof file cabinets at $200 apiece. Lipot seconded the motion and all answered yes to roll call (6-0), motion passed.

             Brooks moved to hire Elvis Hart as seasonal help to mow the cemetery during the summer and fall months. Adams seconded the motion and all answered yes to roll call (6-0), motion passed.

             Lowe mentioned the Bunny Hop 5K run created problems at the crossings of the State Highways 339 and SR 60. Council confirmed addressing this problem prior the next 5K run.

             The students of Mr. Sims government class asked if the swimming pool would be open this summer. It was stated the pool probably not be open and if it was opened, it would be in August.

Bills were presented and discussed. Brooks moved to pay the bills; Price seconded the motion and all answered yes to roll call (6-0), motion passed.

Arlene Pennock moved to pay the late bills with initialed vouchers and to submit these vouchers with the May bill sheet.

Committee meetings were scheduled for May 3, 2006 at 7:00 P.M.

With no further business to come before Council the meeting was adjourned.
