RECORD OF PROCEEDINGS Minutes for the Village of Beverly Regular Council Meeting Held February 15, 2006
The Regular meeting of the Village of Beverly Council was held Wednesday February 15, 2006 at 7:00 P.M. with Council President Clem Biedenbach presiding, Dave Price, Stacey Brooks, and Laura Adams answered to roll call. Supervisor of Services Sam Brooker, Police Chief Greg Skinner, David (Doc) Lowe and Tim Rossiter of the Fire Department, Art Offenberger, Paul Smith, Sherry Saunders, Arlene Pennock, Mary Ann Pennock, Karen Lockhart, Roger Gartrell, Lois Morris and Diana DeCola of the Marietta Times were also present. Biedenbach led the prayer and pledge. Council President Biedenbach was sworn in as mayor by the village solicitor Tom Webster. Mayor Biedenbach then appointed Mary Ann Pennock and Arlene Pennock to fill the terms of Kandy Baker and Robert Arnold. They were then sworn in by solicitor Webster. Stacey Brooks nominated David Price as President of Council, Laura Adams seconded the motion; with no more nominations coming before council, all answered yes to roll call (5-0) approving Price as Council President. Minutes of the January 12, 2006 regular meeting were presented and approved. Roger Gartrell was present to request a right of way onto his property on Jennison Street. Gartrell stated the right of way was holding up refinancing of the property. Price moved to grant the right of way, Brooks seconded the motion and all answered yes to roll call (5-0). Lowe reported that MIMS training will be held at the fire house on February 27. Paul Smith questioned solicitor Webster about a lien on Mr. Richards property on Main St. Solicitor Webster did not believe there was a lien but he would check on it. Art Offenberger inquired about his right of way and was informed that it would be tabled until next month so that new members could be brought up to speed on the issue.
MAYOR’S REPORT: Biedenbach requested the issue of employee raises be tabled and discussed at March committee meetings.
CLERK’S REPORT: No Report
COMMITTEE REPORTS:
LANDS, BUILDINGS, PARKS AND RECREATION: Biedenbach read a request from the Lions Club to house two of their trailers in the old fire house. Brooks moved to authorize storage of the trailers on a temporary basis not to exceed one year as long as they absolve the village of any liability in regards to the trailers. Price seconded the motion, and all answered yes to roll call (5-0). Mrs. Strode requested to rent the Senior Citizens’ Building. Price moved to authorize this request at the price of $25, Brooks seconded the motion with four answering yes to roll call and one answering no. Motion passed (4-1) with Laura Adams casting the dissenting vote.
SWIMMING POOL: Adams moved to authorize the village to enter into contract with Bradstetter & Carroll to serve as the new pool’s architect. Price seconded the motion and all answered yes to roll call (5-0).
STREETS, ALLEYS, & SIDEWALKS: No Report
POLICE, FIRE & SAFETY: Price moved to authorize Lowell Tree Service to cut down the rotten tree in the cemetery at a price of $325. Adams seconded the motion and all answered yes to roll call (5-0). Chief Skinner reported Officer Ted Offenberger is now working part time.
SUPERVISOR OF VILLAGE SERVICES: Brooker reported AEP had marked trees in the village for trimming or removal. They also marked three trees for trimming in the park.
ORDINANCE, FINANCE AND INSURANCE: Brooks moved to read ordinance 06-5 AN EMERGENCY ORDINANCE AUTHORIZING THE CLERK TO SUBMIT AN AMENDED CERTIFICATE TO THE WASHINGTON COUNTY AUDITOR. by title only. Price seconded the motion and all answered yes to roll call (5-0). Price moved to approve ordinance 06-5. Adams seconded the motion and all answered yes to roll call (5-0). Bills were presented and discussed. Adams moved to pay the bills; Brooks seconded the motion and all answered yes to roll call (5-0). Council authorized Clerk Kitts to advertise for the seasonal job of cemetery maintenance or for a proposal for a maintenance contract to maintain the cemetery. Committee meetings were scheduled for February 2, 2006 at 7:00 P.M. With no further business to come before Council the meeting was adjourned.
