 Minutes for the Village of Beverly Board of Public Affairs Regular Meeting

Held January 18, 2006

 

The regular meeting of the Village of Beverly Board of Public Affairs was held Wednesday January 18, 2006 at 5:00 P.M. with Board President Tammy Bates presiding. Member Bernard Clark was present; billing Clerk Karla Lewis, Board of Public Affairs Clerk Larry Kitts, Operator Ralph Mohr and Supervisor of Services Sam Brooker were also present.

            Minutes from the December 21, 2005 Board of Public Affairs Regular Meeting were read and approved.

           

Old Business: Brooker reported the fire hydrant on St. Rt. 60 had been repaired and Kitts reported the computer for the sewer plant had been ordered.

 

            Water Clerk’s Report and Bill Adjustments: Lewis reported rate comparisons had been done for public information when the rates are to be increased. See attached report.

 

Supervisor of Services Report: Brooker reported Art Offenberger would be putting a trailer on 4th St. as originally proposed behind his apartments. Brooker also reported the wall around the deep well was poured but the gas line needed to be changed. Kitts stated the billing from Lang needed to be sent in order to close the FEMA account in order to receive the State of Ohio’s portion of the funding. Brooker was instructed to get prices for a sump pump for the area between the newly poured wall and deep well.

 

Operator's Report: Operator Ralph Mohr reported 5,090,000 gallons of water were pumped in December for an average of 164,000 gallons per day. There were no violations to report.

5,706,000 gallons of wastewater were treated for an average of 184,000 gallons daily (61.4% by design). Rainfall for December was 1.84 inches. No violations were reported for this month. A comprehensive report containing quarterly and annual sampling data and 2005 yearly operating data is attached to this record of proceedings.

Mohr also submitted his annual report on needed maintenance, repairs, replacements and improvements to the water and wastewater systems of the village. See attached Report.

 

New Business & Correspondence: Due to confusion pertaining to the contract entered into by Karla Lewis and the Board of Public Affairs; the Board of Public Affairs would like to state for the record that Lewis was hired for 32 hours per week to be considered full time, with full benefits. The board also stated that due to the controversy of the income tax clerk collecting water bills, that this practice be discontinued. Board member

Jim Ullman because of his inability to attend the meeting due to working out of town sent a letter to Board President Bates to be read at the meeting. Ullman stated he thought the board needed to know the prices of the new projects and should meet before the February meeting to review expenditures and anticipated income. Ullman also stated his views on the personnel policy manual and that the computer needed to be ordered if it had not been ordered.

 

Bills: Bills were presented and discussed. Clark moved to approve payment of the bills, Bates seconded the motion, motion approved by acclamation. Each member then initialed the vouchers.

The next meeting was scheduled for Wednesday February22, 2006 at 5:00 P.M... The Annual meeting with Waterford Water & Sewer and Tri-County will be held at 7:00 P.M. the same day.

With no further business to come before the Board the meeting was adjourned.
