I've been working on the issue of protest policing since 2003, when the NYPD badly mishandled a large anti-war dmeonstration in Mahattan (see below). Since then I've attended hundred of demonstrations around the world and consulted with human rights groups and police departments. Some of my reports are below.
 
The Occupy movement has created tremendous interest in this issue. Some of my quotes in the media are listed at the bottom of my home page. Check back for more of my analysis as the movement continues.

Arresting Protest: A Special Report of the New York Civil Liberties Union on New York City's Protest Policies at the February 15th, 2003 Antiwar Demonstration in New York City. This report, which I co-authored, contains first person accounts of the day's events as well as analysis, international comparisons, and recommendations.
