"Brethren, be not children in understanding: howbeit in malice be ye children, but in understanding be [mature] In malice be ye children, but in understanding be [mature] In the law it is written, With men of other tongues and other lips will I speak unto this people; and yet for all that will they not hear me, saith the Lord." --1 Cor. 14:20,21.

"Whom shall he teach knowledge?  and to whom shall he make to understand doctrine?  them that are weaned from the milk, and drawn from the breasts.  For precept must be upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little: For with stammering lips and another tongue will he speak to this people.  To whom he said, This is the rest wherewith ye may cause the weary to rest; and this is the refreshing: yet they would not hear. ... that they might go, and fall backward, and be broken, snared, and taken." --Isaiah 28:9-13. 
"Wherefore tongues are a sign ... to them that believe not: . . " --1 Cor. 14:22.

"those that are unlearned, or unbelievers, will ... say that ye are mad?" --1 Cor. 14:23.

 In John 20:22, Jesus breathed on His disciples and said to them, "Receive ye the Holy Ghost: ...".  This commandment is to all His disciples, yet there is no one set way we all must receive the Holy Spirit.  Some receive when they are saved, some with water baptism.  Some receive while the Word is being preached, others with the laying on of hands.  It is Jesus who is the baptizer (Mat. 3:11), and to those who have yet to be baptized with the Holy Spirit with the evidence of speaking in tongues (and a consummating life and walk thereafter), he says, "Ask, and it shall be given you; seek, and ye shall find; knock, and it shall be opened unto you.  If ye then .... know how to give good gifts to your children: how much more shall your heavenly Father give the Holy Spirit to them that ask Him?" --Luke 11:9,13.
