Scope of Review:
Date of review = 3/6/07. Vehicle speeding and noise citations are filed sequentially with other types of citations. There are gaps in the sequence because of citation books still in officers' possession. Citations issued & filed from late 2005 to March 2007 were reviewed. Speeding & vehicular noise citations issued & filed during the 14 month period from 1/1/06 through 2/28/07 were analyzed.
Summary of Findings
Speeding In Residential Areas;
During the 14 month period, 41 citations were issued in residential areas. Of those forty-one citations, 30 were issued on 7th Street, and only 11 were issued in all other residential areas (8th Street, 16th Street, 15th Street, Irving Avenue, Niagara Avenue, etc) of Astoria. Those eleven citations represent less than one speeding citation per month being issued in most of residential Astoria.
Vehicle Noise Violation Citations:
During the 14 month period, no vehicle noise violation citations were issued in the entire City.
Tolerance in Issuing Speeding Citations:
Astoria Police Department by stated policy & practice does not issue speeding citations until vehicle speeds exceed 10 - 15 MPH over the speed limit. The citation review documented the following tolerances (average speed in excess of speed limit) before citations were issued:
