Empire Introduces New Threat Level Scale

New Washington, D.C. - Citing citizen apathy over the old threat level scale, which was constantly at the maximum level, the Empire added five higher threat levels to the old scale. The new threat level scale is shown at right.

Another motivation for increasing the number of threat levels was the immediate need for a sixth level, which is where the threat level is at the moment.
