| Also needed will be items: A, B, C, D, F, G, J, K, and M (See page 2). Supplemental application forms are required for many types of certificates. The fee for Initial licensure and renewal is $20.00 (and a $49.00 non-refundable background review) for initial certificates and renewals. Scores on the Praxis II Specialty Area Test ARE required. All professional educator and renewable Career/Technical Certificates are valid for 5 years. Alabama DOES accept candidates with certification from NCATE accredited institutions or from states participating in the NASDTEC Interstate Agreement (Teachers, Support Professionals and Administrators). Individuals who are applying on or after January 1, 2003, for the issuance of a Professional Educator Certificate or for alternative certificates (i.e., Alternative Baccalaureate-Level Certificate, Special Alternative Certificate, or Preliminary Certificate) must meet the requirements of the Alabama Prospective Teacher Testing Program (APTTP) as a precondition for issuance of Alabama certification. The APTTP consists of basic skills assessments, effective for applicants on or after January 1, 2003, and subject assessments, effective for applicants on or after April 14, 2005. Applicants who apply between April 14, 2005, and April 13, 2006, will be required to have passed the basic skills assessments and have taken the appropriate subject assessment of the APTTP. Applicants who apply on or after April 14, 2006, will be required to have passed the basic skills assessments and passed the appropriate subject assessment of the APTTP. Alabama does NOT belong to the Interstate New Teacher Assessment and Support Consortium (INTASC). |

Out-of-state candidates may have Arkansas testing requirements waived by either verifying 3 years of teaching experience or proof of meeting testing requirements in their originally licensed state. A $56.00 fingerprint processing fee is required for the initial application. Scores on the California Subject Examinations for Teachers (CSET), may be required where subject-matter competence is a requirement. California DOES participate in the Interstate Certification Compact for teachers and administrators and the NASDTEC Interstate Contract (Teachers only). Major changes took effect on 9/28/2006 which affected out-of-state applicant credentialing and the criteria for meeting California’s basic skills requirements. California no longer issues Professional Clear Credentials. |

A state-administered Content Test, PLACE, is required for most certificates though in 2003-2004, Colorado has authorized the use of five PRAXIS content knowledge exams as alternatives (see below). Colorado DOES belong to the NASDTEC Interstate Contract (Teachers, Support Professionals, and Administrators). Courses in Special Education are NOT required. Colorado now employs performance-based standards for all initial instructional certificates. | Also needed will be items A, B, C, E, G, K, N, O, and Q - See page 2. Connecticut fees: Application review and processing is $50.00; Initial Educator certificate: $100.00; Provisional Educator certificate: $200.00; Professional Educator certificate: $300.00 (NO personal checks accepted.) Individuals seeking certification must demonstrate one or both of the following competencies: 1) essential skills in reading, writing and mathematics which are fulfilled by taking and meeting Connecticut’s standards on the Praxis I Pre-Professional Skills Tests (PPST) or meeting the approved waiver standards; and 2) subject knowledge in the candidate’s intended teaching areas(s) which must be fulfilled by taking and meeting Connecticut’s standards on the Praxis II subject knowledge tests. All early childhood, elementary, middle grades, and secondary education candidates must also pass the Praxis II specialized assessments. (See “A Guide to Educator Assessments in Connecticut.”) Applicants from out-of-state programs or with out-of-state successful experience may obtain deferrals of the assessments for a period of one year with an interim certificate. A third competency exists: professional knowledge through the Beginning Educator Support and Training (BEST) program. This program, which includes components of both support and assessment, is applicable only to beginning teachers who are employed under an Initial Educator Certificate. A course in Special Education IS required for all certificates, and a survey course in United States History (3 sem. hrs.) IS required for all teaching certificates. Connecticut DOES belong to the NASDTEC Interstate Contract (Teachers, Support Professionals, and Vocational Educators). Connecticut DOES belong to the Interstate New Teacher Assessment and Support Consortium (INTASC). Major revisions are expected in 2010. |
| Also needed will be items: A, B, C, D, E, G, J & K (upon hiring), N (Official Grade slip with scores on the PRAXIS Pre-professional skills Tests of Reading (175), Writing (173), and Mathematics (174)) and a Social Security Card copy and O - See page 2. They also require a photocopy of applicant’s social security card. The fee is $10.00. A state administered certification test is NOT required. Delaware DOES belong to the Interstate Certification Agreement and has teacher contract agreements with Maryland, District of Columbia, Virginia, Pennsylvania, and New Jersey. Delaware DOES belong to the NASDTEC Interstate Contract (Teachers only). Reciprocity: Educators who hold a full and current license/certificate in another U.S. state (including District of Colombia, Guam, and Puerto Rico) will receive a comparable license/certificate upon applying for licensure/certification in Delaware. A state administered certification test (General Knowledge Test, Florida Professional Education Test or Florida Subject Area Examination) is required in lieu of recent NTE and Praxis test scores. Minimum scores on the CBT or Praxis I PPST exams ARE required (see chart and Praxis II requirements below). The original certificate is valid for from one to five years. Courses in Special Education ARE required. Georgia DOES belong to the Interstate Certification Compact (Teachers, Support Personnel, Administrators, and Vocational). For 2004-2005, Georgia is reviewing major changes to their certification, preparation and ethics standards. Georgia has established a special requirement (to be met at the date for certificate renewal) for educators to demonstrate satisfactory proficiency on a test of computer skill competency. Successful completion of the InTech model training at a state educational technology center or PSC approved courses or test-out option will satisfy the requirement. All Georgia educators holding the Clear Renewable Certification must satisfy this requirement by 6/30/06. |

Standards for passing scores are changing. Hawaii DOES belong to the Interstate Certification Compact and the NASDTEC Interstate Contract (Teachers only) and is a member of the Mid-Atlantic agreement. Hawaii DOES belong to the Interstate New Teacher Assessment and Support Consortium (INTASC). Coursework in Special Education is NOT required. The Hawaii Teacher Standards Board (HTSB) has revised their certification requirements for Teachers, Librarians, and Counselors. Certification is now standards/performance-based. Idaho DOES belong to the NASDTEC Interstate Contract (Teachers and Support Professionals). Idaho IS a member of the Interstate New Teacher Assessment and Support Consortium (INTASC). Coursework in Special Education is NOT required. There is a requirement for completing a 3 sem. hr. course: Idaho Comprehensive Literacy Course (ICLC). | Also needed will be items A, B, C, E, G, and M - See page 2. The fee is $30.00. The Illinois Certification Testing System (ICTS) Basic Skills test and the appropriate ICTS test of subject-matter knowledge IS required. Beginning with the 2002-2003 academic year, certification candidates must pass the State Basic Skills Test before being enrolled in a teacher preparation program. Beginning with the 2004-2005 academic year, pre-service education candidates must pass the Content-Area Test for the specific certification area they are seeking before they will be permitted to student teach. Out-of-state applicants may be issued a Provisional Illinois Certificate and then must pass the required state administered certification tests within nine months from the issue date or it will be canceled. An applicant with less than 4 years of teaching experience will be issued an Initial Certificate. At the completion of 4 years teaching, the applicant is eligible for a 5 year, renewable Standard teaching certificate. Illinois DOES belong to the Interstate Certification Agreement Contract, the NASDTEC Interstate Contract (Teacher contracts only), and Interstate New Teacher Assessment and Support Consortium (INTASC). Illinois has additional reciprocity with Iowa, Kansas, Michigan, Missouri, Nebraska, Oklahoma, South Dakota and Wisconsin. Courses or competencies in Special Education ARE required. Please contact the Division for complete details. NOTE: The Illinois State Board of Education has adopted new standards that will guide the preparation of all certified educators. Beginning fall 2001, Illinois colleges and universities must meet the National Council for Accreditation of Teacher Education (NCATE) 2000 standards (http://www.ncate.org/standard/m_stds.htm). |
| Also needed will be items A, B, D, E, G, K, N, O and Q - See page 2. The fee is $35.00. Effective 7/1/97 all applicants must submit a Limited Criminal History Check (State Form #8053 w/ $7.00 fee.) Indiana DOES belong to the Interstate Certification Compact and the Interstate New Teacher Assessment and Support Consortium (INTASC). Indiana belongs to the NASDTEC Interstate Contract (Teachers, Support Professionals, and Administrators). Indiana recognizes NCATE accreditation. Passing scores on the PRAXIS I: PPST ARE almost universally required. Praxis II Specialty Area tests ARE required for most content areas. Course work in Special Education IS required for all teaching certificates. Effective 7/1/2007, all applicants for licensure must have a valid certification from either the American Red Cross or the American Heart Association in CPR and the Heimlich Maneuver.
NOTES: The Division of Professional Standards (DPS) approved sweeping changes in their licensure system on 9/21/99 and have converted to teacher preparation based on performance-based standards. Any applicant applying for an original teaching license is subject to the induction procedures set forth by the DPS under the performance-based system for preparation and licensure. Further, all Rules 2002 licenses issued are renewable only upon satisfactory completion of a Professional Growth Plan (PGP). All licenses may be renewed under previous rules provided that all necessary courses or Continuing Renewal Units (CRUs) are completed. A state administered certification test is NOT required for out of state applicants. An Initial Conditional License is valid two years and renewable one time. A performance assessment must be completed during the conditional licensing period to move to a five-year Professional License. The fees are: (A) Provisional Certificate In-State $125.00 / Out-of-State $175.00; Additional Certification Endorsement $50.00; Provisional Renewal $75.00. A state administered Basic Skills and Subject Area certification test, the Michigan Test for Teacher Certification (MTTC), IS required for the initial teaching certificate. Michigan DOES belong to the Interstate Certification Compact, the NASDTEC Interstate Contract (Teachers only), and has additional agreements with all 50 states and the U.S. Territories. Michigan does NOT belong to the Interstate New Teacher Assessment and Support Consortium (INTASC). Coursework in Special Education IS required. In addition to Michigan’s reading methods requirement of six semester credit hours at the elementary level and three semester credit hours at the secondary level as of July 1, 2007, Michigan has approved a three semester hour diagnostic reading requirement with appropriate field experience. As of 1996 Michigan no longer issues Administrative Certificates though they require the completion of 6 semester hours or 18 State Board Continuing Education Units every five years. Beginning 7/1/2004, all applicants for an initial Michigan certificate must provide evidence of completing a course in CPR/First Aid and hold a valid certificate of completion. Only American Red Cross or American Heart Association courses are acceptable. Major revisions are ongoing. |

Effective 9/1/01, the Praxis I Pre-Professional Skills Test (PPST) and Praxis II (PLT) scores ARE required. Note: minimum scores for the Praxis II are scheduled for adjustment effective 9/1/2005. The original license is valid for 1 year pending completion of the PPST. Minnesota does NOT belong to the Interstate Certification Compact but do allow for temporary licensing of qualified out-of-state applicants (see below). Praxis II Specialty Area Test ARE required. Applicants must have maintained an overall GPA of 2.5 and a 2.5 GPA in Major and 2.5 GPA in Professional Education. Missouri DOES maintain reciprocity agreements with Kansas, Iowa, Illinois, and Oklahoma. Also, Missouri offers reciprocity for comparable certificates to out-of-state license holders. The original certificate is valid for 5 years. Montana DOES belong to the Interstate Certification Agreement Contract and the NASDTEC Interstate Contract (Teachers, Administrators, and Vocational Educators). Montana will also accept National Board Certification (NBPTS) as evidence of eligibility. Course work in Special Education is NOT required. Nebraska now requires criminal history background checks and fingerprints for all first time certification applicants. There is an additional $40.00 fingerprint fee. New Hampshire DOES belong to the Northeast Regional Common Market and maintains agreements with Pennsylvania, New Jersey and D.C., as well as the NASDTEC Certification Contract (Teachers and Support Professionals). All teaching certificates require preparation for teaching minority cultures, students from both sexes, students from homes where English is not the primary language, handicapped students, and gifted students. Member states are Arkansas, Connecticut, Indiana, Mississippi, , New York, North Carolina, Ohio, Oregon, Pennsylvania, South Carolina, Tennessee, and Virginia.
P. Passing scores on the School Leaders Licensure Assessment (SLLA), or the School Superintendent Assessment (SSA) for school administrators and superintendents.
