Flying Field Regulations

The following rules are for the safety of all members and guests.  All flying must be done in accordance to the Field Regulations and it is the responsibility of all club members to see that these rules are enforced.

1.  Current Academy of Model Aeronautics Membership (AMA) is required for flying.

2.  Operation of Model aircraft is restricted to members in good standing and invited guests.

3. Guest may fly up to 3 separate sessions, must have a current AMA card and a club member must be present.

4.   Spectators are welcomed and must remain in designated area behind pits.

5.  You are responsible for any actions by yourself, your guest and your children.

6.  Pit area is restricted to pilots, owners, and/or crew members.

7.  Ther shall be no taxiing of airplanes through the pit area.

8.  There shall be no flying over the pit, parking, and/or pilot area.  No flying permitted behind the imaginary line running along the near edge of the runway.

9.  Flying permitted within a 1000 foot radius from the runway (front and sides not behind runway).

10.  Cars should be parked in the designated area only behind the pits.

11. Mufflers are required on all aircraft engines on .10 CID and above.  Mufflers must be an expansion chamber type.  No straight pipes or flow-through types permitted.

12. Pilots must stand in from designated pilot area.

13. Pilots who are landing or taking off have priority over others flying.  A pilot should announce to other pilots when taking off or landing.

14. No more than (4) fixed winged aircraft and (2) helicopters allowed in the air at any one time.

15. No transmitter to be turned on for range check, equipment check, or flying without the proper pin attached.

16. Beginning pilots shall not fly without an instructor to assist them.

17. No flying of an aircraft in an unsafe or dangerous condition or with a questionable radio system.  All aircraft are subject to inspection.

18. Alcoholic beverages are strictly forbidden at the field.

19. Pets must be on a leash at all times.

20. Anyone flying in an unsafe manner shall be subject to grounding.

21. Helicopters takeoff, landing and hovering must be conducted from designated area only.

22. Flying must be in accordance to the Academy of Model Aeronautics (AMA) national model aircraft Safety Code.

23. Flight hours:  Monday - Saturday:  1 hour after sunrise to 1 hour before sunset.
                                Sunday/Holidays:     12:00 noon to 1 hour before sunset.

Bylaws

BYLAWS
OF THE
OSCEOLA FLYERS, INC.

PURPOSE

The purpose of this corporation shall be to promote and encourage interest in radio controlled model aviation and all allied sciences of modeling for the benefit of all members.

ARTICLE I

OFFICERS

Section 1. The officers of the corporation shall be President, Vice President, Secretary and Treasurer, to be elected by a majority vote at the annual meeting, for the term of one (1) year. Elections shall be held in the month of March of each year with the term of office commencing on April 1.

Section 2. When member of the board of directors of this corporation are unable to serve out their term of office, the vacancy shall be filled at a special election. Notice of said election to be mailed two (2) weeks prior to the election.

New officers will be elected by a majority vote to serve out the remainder of the current term. Two-thirds (2/3) of membership present at given meeting is a majority.

Section 3. Duties of the President: He/She shall preside at all corporation meetings, appoint committees necessary to conduct the business of the club. He/She shall be the chief executive of the corporation and shall enforce all provisions, objectives and purposes thereof. He/She shall also perform all other duties that pertain to said office. He/She shall be authorized to sign all club checks.

Section 4. Duties of the Vice President: He/She shall assume the duties of the president in his/her absence. He/She shall be authorized to sign all club checks and shall perform such other duties as the president shall direct.

Section 5. Duties of the Secretary: He/She shall record minutes of all club meetings and handle all club correspondence. He/She shall maintain correct and up-to-date records of the office and perform such other duties as the president shall direct. He/She shall be authorized to sign all club checks and shall perform such other duties, as the president shall direct.

Section 6. Duties of the Treasurer: He/She shall maintain correct and up-to date financial records and accounts of all corporation transactions. He/She shall be authorized to collect all dues and fees and sign all club checks. He/She shall perform such other duties, as the president shall direct.

 

ARTICLE II

MEMBERSHIP

Section 1. The membership of this corporation shall be open to all model enthusiasts.

Section 2. All members, whether they are regular, associate or junior must be a current AMA member with proof of membership for direct model control.

Section 3. Associate Members: Shall be defined as the spouse of a regular member. He/She will be accorded all rights and privileges of a regular member except to vote and/or hold office. No dues shall be required of Associate Members. An Associate Member who becomes a Regular Member will not have to pay an initiation fee.

Section 4. Junior Members: shall be defined as a child under the age of eighteen (18). A Junior Member will be accorded all rights and privileges of a regular member except to vote and/or hold office. No dues shall be required of Junior Members.

A Junior candidate for membership must be sponsored by a current regular member who can verify the candidate’s flying and radio control habits and sufficiently state to the regular members that the candidate should be received into the membership.

A Junior member who reaches the age of eighteen (18) and who has paid regular membership dues will then be afforded all rights and privileges including the right to vote and/or hold office. He/She will not have to pay any additional initiation fees.

Section 5. Probationary Period: New membership shall be on probation for a period of six (6) months to determine club compatibility. If terminated by either party, dues will be refunded pro-rated on membership period completed.

Section 6. Termination: Termination of membership shall require two-thirds majority vote at a quorum or by a majority vote. Notice of intent of termination shall be mailed two (2) weeks prior to the next scheduled meeting.

 

ARTICLE III

MEETINGS

Section 1. Regular meetings of the corporation shall be held monthly at such time and as place as the corporation shall designate.

Section 2. Annual meetings of the members shall be held in the month of March each year for the purpose of electing the board of directors and such other business as may come before the meeting. Notice of the date shall be made two (2) weeks prior to such date. A member with due cause and proper notification may vote absentee ballot. His vote shall be counted as one (1) of the two-thirds members required.

Section 3. Motions: At any meeting of the corporation a motion may be made, discussed, and voted on. All motions must carry by two-thirds majority which means two-thirds of the members present at the time.

Section 4. At all meetings of the corporation a majority present shall constitute a quorum.

 

ARTICLE IV

DUES AND FEES

Section 1. The annual dues and initiation fees of the corporation shall be set by the membership at the first meeting in January of each year and may be amended from time to time by a two-thirds majority vote at a quorum or a majority vote when two-thirds of the current voting members are present. Initiation fees shall be waived for associate members applying for members.

Section 2. The Treasurer prior to the annual renewal date shall collect dues. The annual renewal date shall be the first day of January each year.

Section 3. Expenditures greater than one hundred dollars ($100) must be approved by the membership with exception of emergency purchases (i.e. mower parts).

 

ARTICLE V

BOOKS AND RECORDS

Section 1. The corporation shall keep correct and complete books and records of accounts and shall keep minutes of the proceedings of its members and board of directors. A record of all members that are entitled to vote shall be maintained including their addresses. All books of the corporation may be inspected by any member or his agent or attorney for any purpose at any reasonable time.

Section 2. The corporation books and records shall be reviewed quarterly by the board of directors to assure completeness and accuracy.

 

ARTICLE VI

AMENDMENTS TO BYLAWS

Section 1. The bylaws may be amended by a two-thirds majority vote of the members of the corporation present at any meeting of the corporation. Notice of said bylaw change shall be mailed two (2) weeks prior to the voting date.
